The purpose of this qualitative, phenomenological study was to examine the leadership styles and characteristics of leadership of 11 female presidents in the Tennessee Colleges of Applied Technology system. The administrators’ perceptions of successful leadership, desirable outcomes of institutional leadership, and improvements resulting from perceived successful leadership styles that guided each participant’s work as a technical college president were examined. Using the research questions guiding this study, data were collected from individual, in-depth interviews with each female, technical college president. This mixed-methods study explored a problem within dropout research which often fails to link characteristics of student subgroups with effective dropout interventions. Considering the characteristics identified in the literature of at-risk learners, the conceptual framework for this study combined the theory of self-efficacy and leadership with emphasis on servant leadership. This study investigated “why” some educational leaders are effective in serving rural high-poverty populations and to better understand “how” to enact effective leadership in similar spaces. Core principles of Critical Social Theory, Systems Leadership Theory, and Emotional Intelligence informed this work. Using a Grounded Theory methodology, a theoretical framework for effective educational leadership in rural high-poverty schools emerged. This framework suggests that effective educational leaders take a systems leadership approach to guiding their organizations to more equitable and socially just ends. A major focus of policymakers in recent years has been community colleges, which have been viewed as potential engines for economic advancement and student success. I examined the leadership history of Roane State Community College, a two-year institution of higher learning serving a nine-county service area mostly in rural East Tennessee as perceived by individuals who have served as the college’s presidents. This qualitative study examines Comprehensive Improvement Schools (CSI) principals’ experiences with mentoring programs and their perceptions of how such programs may mitigate administrative attrition. Semi-structured interviews were conducted with eight practicing CSI principals and the study utilized the pragmatic framework. The interviews captured principal’s experiences with being a principal mentee during their first year of CSI principalship, and what actions or activities in their mentorships aided their retention in the position. The analysis suggested several recommendations for practice in principal mentoring programs to increase school leader retention. Numerous studies and national data show a growing number of small, private, Christian colleges face extreme difficulties, which often result in decline, followed by closure or merging with larger, higher education institutions. Attempting to overcome the loss of student revenue from a declining enrollment, many small colleges raise tuition prices, spend endowment funds, and overextend themselves with high debt payments. Countering the increased tuition prices, these colleges often increase scholarships and financial aid, which reduces available funds for other institutional needs. The failure of educators to meet the needs of elementary students who require separated, differentiated, and intensive reading interventions (Tier 3) has been attributed to the scarcity of administrative resources and a lack of effective collaboration between reading specialists and classroom teachers.
