This purpose of this study was to determine to what extent programs for language-minority students at TBR community colleges adhere to the recommendations contained in the Conference on College Composition and Communications 2009 Statement on Second Language Writing and Writers and to investigate the factors beyond these professional recommendations that influence administrative decision-making about these programs and their designs. This study contained a survey sent to individuals at all 13 community colleges in the Tennessee Board of Regents system and follow-up interviews with 5 survey respondents from different institutions.

There are persistent and pervasive issues plaguing American education, and almost seventy years of educational reform efforts have failed to adequately improve educational outcomes for many of America’s children. Networked improvement communities (or NICs) are a type of social organization created to address such problems and are proposed as an effective and efficient way to organize improvement efforts. Recently, the academy has become aware that rural students are choosing to attend institutions of higher education less often than their urban counterparts. Rationalizing why this particular population remains underserved by institutions of higher learning is a new conversation for higher education. And yet, in literacy studies, the perceived urban/rural divide in terms of national politics sometimes seeps into conversations about the perceived “literacy” or culture of rural peoples. Drawing on the poststructuralist construct of identity and on Norton's (1995) concept of investment, as well as on Bourdieu's (1977) notion of capital, this qualitative research study relies on data gathered through interviews conducted with two adult female participants from Puerto Rico, who migrated to Central Florida approximately ten years ago. It aims at answering the following questions: (i) what identity-related factors facilitate or hinder the acquisition of the target language by Puerto Rican migrants? This dissertation builds a trauma-informed approach to writing pedagogy informed by writing studies scholarship about trauma and inclusive pedagogy, clinical social work literature on trauma-informed care, and interviews with nine current University of Louisville writing faculty about their experiences academically supporting distressed students. I identify three central touchstones—“students are coddled,” “teacher’s aren’t therapists,” and “institutions don’t support trauma-informed teaching”—in scholarly and public debates regarding what to do about student trauma/distress in higher education. This dissertation responds to the decreasing number of first-generation-to-college doctorates in the humanities and the limited scholarship on graduate students in Rhetoric and Composition. Scholars in Rhetoric and Composition have long been invested in discussions of academic and/or disciplinary enculturation, yet these discussions primarily focus on undergraduate students, with few studies on graduate students and far fewer on the doctoral students training to become the next wave of a profession. Rhetoric and composition has a well-established tradition of considering the connections between literacy education and the discourses and structures of political-economic institutions. This dissertation builds from this work and foregrounds the experiences of student-workers in the UPS Metropolitan College program through a qualitative study that is informed by institutional ethnography (Smith, 1987, 1999, 2002, 2005, 2006). Institutional ethnography examines institutional texts and text-mediated discourses as coordinators of individual action. In this qualitative case study, I examine the ideological becoming—the ways individuals develop their beliefs and ways of viewing the world—of an English as a Second Language (ESL) newcomer literacy teacher and her four Congolese students. These individuals developed beliefs about their identities as a teacher of culturally and linguistically diverse children and students in U.S. schools. I situate my study in Bakhtinian sociocultural theory and draw on translanguaging theory to account for language learners’ creative and flexible uses of their language knowledge in different contexts. In this quantitative study, I investigated the effectiveness of a training intervention program to positively impact secondary teacher attitudes and perceptions of culturally responsive teaching (CRT). The study is relevant in Alvin Independent School District given the demographic shift resulting in an increase in Hispanic students and students learning English as a second language. Guided by socio-cultural learning theories of Vygotsky’s (1979) social-constructivism and cultural-historical activity theory (Engeström, 2014), the researcher of this study formed three research questions regarding the emergent research trends on 1:1 technology initiatives in the secondary ELAR classroom and new literacy. In response, a meta-synthesis of relevant studies was conducted. The current study identifies and discusses the adjustment challenges facing Arabian Gulf Students (AGSs) that may affect their English performance (EP) in intensive English programs (IEPs) in the United States. The practice of tracking has had longstanding negative impacts on students, especially students in lower academic tracks. This research suggests that tracking develops the themes of a narrative of deficit through inequality and exclusion and impedes student motivation due to the negative implications. This critical policy analysis and collective case study, informed by ethnographic techniques, involved reviews of twelve Florida school district ESOL policies (included within the 2016-2019 District English Language Learner Plans, required of all Florida districts to complete) whose English learner (EL) populations met or exceeded ten percent (10%) of their total enrollment. A priori coding of these policy documents was conducted using nine criteria pulled from the literature on culturally responsive practice (CRP), which served as the theoretical framework for the study. Through the use of memoir, my work centers on how poetry is situated within public education curriculum. I explore the curricular context of poetry through the lenses of my lived experiences in early childhood, as a K-12 student, and as an early career classroom teacher.
