This overview provides a synthesis of a comprehensive study of an intradistrict equity audit of one mid-Atlantic school district. The purpose of this study was to measure the intradistrict distribution of educational resources across elementary, middle, and high schools of one school district through an equity audit to determine whether or not the allocation and distribution of fiscal resources were equitable and adequate. This study utilized publicly available school-level expenditure data to determine the allocation and distribution of resources to expose any existing disparities. The purpose of this study was to examine the relationship between intra-district per-pupil expenditures in five middle schools in within the same school division using an equity audit. Broadly, the distribution of resources was examined. Specifically, how intra-district per-pupil expenditures influenced horizontal and vertical equity measures was explored. Although African-American students start STEM majors with higher levels of interest compared to their racial majority peers, they drop out of these majors at higher rates. One often tested explanation for this racial disparity is stereotype threat–the anxiety related to being judged stereotypically or the fear of confirming such stereotypes. Stereotype threat negatively impacts academic outcomes through a variety of psychological mechanisms including declined motivation. Accordingly, in this study, I examined expectancy-value beliefs as motivational mechanisms for the effects of stereotype threat on STEM outcomes. Over the last three decades, state governments have been challenged by financial recessions. With limited resources, it is not surprising that taxpayers demanded greater accountability over state funds, and neoliberalism, a political ideology that prefaces a strong economy and individual marketplace choices, spread. Scholars have argued that performance based funding (PBF) policies for higher education, which ties financial resources to specific metrics of achievement, is a result of that spread. Dual enrollment has been shown to increase post-secondary student success outcomes across a variety of measures such as retention, grade point average, and four-year attainment (Allen & Dadgar, 2012; Hoffman, 2012, Pretlow & Wathington, 2014). In Virginia, access to community colleges among students of color has increased from 32.3% in 2008 to 42.7% in 2018 (SCHEV, 2019-a). Despite these gains, far fewer African American students than White students participate in dual enrollment in Virginia, which has significant implications for their future success in post-secondary education. Most states allocate education funds by grant or category at the district level, and most districts distribute funds at the school level. 1 Differences between allocations from the states to the districts and distribution methods from the districts to the schools can lead to unintended consequences in funding equity. This may undermine the purpose of the funding policies developed by state legislatures. Most states use a formula that provides a foundation funding amount to the district for each student.
