One of the most common and important entry points into higher education for Latinx and other underrepresented students is through community college. However, national completion rates for Latinx community college students have been trailing their white peers. This gap in academic achievement has prevailed since the 1990s. The trailing rates of degree completion for Latinx students can lead to lower lifetime salary earnings, lack of career advancement, greater risk of losing employment, and an increased chance of living in poverty. This mixed method sequential explanatory study provided analysis of North Carolina (NC) school leaders’ dispositions in eliminating opportunity gaps, outlined in NC’s strategic plan. The study’s quantitative phase used descriptive and correlation analysis of eight Likert subscales around four tenets of transformative leadership (Shields, 2011) and aspects of critical race theory (Bell, 1992; Ladson-Billings, 1998; Ladson-Billings & Tate, 2006) to understand systemic inequities and leadership attitudes.

The qualitative case study exposed the permanence of racism beginning in the antebellum public schools of Nashville and continued in the current actions in the Tennessee legislature with the expulsion of two Black male legislators. It is well-known that higher education faces the challenge of declining enrollment, particularly post-COVID. However, there is a population of students that higher education institutions may overlook, returning citizens and ex-offenders. Reintegration is a challenging endeavor for returning citizens and ex-offenders, without regard to the length of incarceration or the circumstances surrounding system-involvement. The current study examined the effects of a single and required Critical Race Theory (CRT)-oriented multicultural course on White, master-level counselor trainees with and without clinical experience. More specifically, the study examined differences in White counselor trainees’ responses to instruments that assessed White privilege attitudes, multicultural counseling competence, and cross-racial contact comparing trainees that had taken the required multicultural course with those who had not. Previous research suggests that when a single multicultural counseling course is a requirement of counselor training, multicultural counseling competence and White privilege awareness tend to increase. Black students are negatively affected by disproportionality in school discipline practices, special education identification, and over-restrictive special education placement. Critical race theory is an operative framework that can be applied to increase understanding of such disproportionality (Blanchett, 2011). Through the use of qualitative retrospective chart review methods, this research investigated the under-representation of Black students with Autism in the context of educational evaluations, and from the Ordinariness and Social Construction Tenets of CRT. The St. Louis Public Schools of St. Louis, Missouri were at one time the second largest segregated school district in the United States. In the years since Brown v. Board of Education ruling in 1954 and 1955, the school district of St. Louis has been attempting to desegregate as ordered by the courts. A group of North Side parents brought a lawsuit against the district and the State of Missouri that, after many years of litigation, found both parties to be liable for maintaining segregated schools, but an out-of-court settlement was reached. The primary purpose of this study was to learn about how race enters and then structures the narratives of our life experiences. Critical Race Theory (CRT) was used as a lens through which to examine learning autobiographies and the CRT methodology of counter-storytelling was used to illustrate the ways in which race enters and structures the stories of our lives.
