This study delves into the relationships between strategic recruitment and retention practices implemented by rural Minnesota school districts and the recruitment and retention rates of teachers of color within these districts. The research assesses whether districts implementing strategic recruitment practices demonstrate a higher proportion of teacher candidates of color and subsequent hiring rates compared to their peer districts. The study also investigates the relationships between strategic retention practices and the actual retention data observed in districts. Educational research is ubiquitous; however, agreement on best practices is not. Although parents, teachers, students, and communities have a vested interest in students' success, varying practices of what is taught, how it is taught, and to whom it is taught are still debated.

This study expands upon work done by Dr. Scott Wurdinger and Dr. Ron Newell in which their research shows that student hope and NWEA math and reading scores appear to be correlated. This case study dissertation examines the implementation of digital technology in a mid-sized public school district in southern Minnesota. The methodology involved unstructured interviews and close observation of several teachers, administrators and related staff in the junior-senior high building. These observations were presented in informative vignettes that help to tell the story of the culture of innovation in this school, as well as highlight some of the implementation strategies that aid this school and district in meeting its goal to meet all learners in a 21st century society.
