The purpose of this phenomenological study was to explore the perspectives of Alabama school principals’ administrative roles and experiences in implementing the Educate Alabama Teacher Evaluation System. School principals are second only to teachers in improving students’ academic achievement. In many cases, policy makers have made student performance a central aspect of teacher evaluation (Donaldson, 2012; Everson, Feinauer, & Sudweeks, 2013). Principals are faced with reflecting on practices that impact teaching behaviors and student achievement. GILL EDUCATIONAL LEADERSHIP ABSTRACT This study examined leadership characteristics from the perspective of urban school leaders in high-poverty and high-achieving schools in the state of Alabama in order to better understand their relationship to student achievement. Principals were selected from three school sites in three urban school districts located in central and southern Alabama. The purpose of the dissertation was to gain an in-depth understanding of what meaning principals in Alabama made of their administrative roles and experiences in an era of high-stakes accountability. With the No Child Left Behind Act (NCLB) signed into legislation in January of 2002, federal, state, and local accountability mandates have vastly increased.
