Improving reading instruction for English language learner (ELL) students is a growing concern at a K-5 urban elementary school in a large city in a Midwest state. Classroom teachers are challenged in their knowledge and skill set to consistently and effectively integrate the Sheltered Instruction Observation Protocol (SIOP) model in their classrooms to support ELL student reading success. The general nursing shortage experienced in the U.S. leads students who speak English as a second language (ESL) to enter into nursing school programs. Although these students may enter the nursing programs, they may not successfully complete the nursing programs due to various barriers they face during their enrollment. An American school overseas is concerned with offering equal academic opportunities for the non-native English language learners (ELLs) on campus. It has not been determined if the in-class teaching method or the out-of-class teaching method is more effective. The purpose of this study is to determine if there is a difference in end-of-year achievement between these 2 different methods. English language learners (ELLs) at a public elementary school in the southeastern United States had not been passing state tests on literacy. Researchers have found that teachers must be adequately prepared to use instructional practices in mainstream classrooms to help ELLs increase language acquisition and pass state tests in literacy.
