The problem explored in this study was that the state education agency recommended school board members of low-performing school districts participate in a governance training called student outcomes governance to address student achievement, yet no data suggested the training changed school board members’ understanding of how to create policies advancing student achievement. Low math achievement among elementary school students is a concern because students who lack a strong early foundation in mathematics may experience difficulty learning in future mathematics classes. Students in 2 rural southeastern school districts demonstrated low math achievement in 5th grade and their scores declined from 3rd to 5th grade. The purpose of this quantitative study was to evaluate the financial management aspect of public funding and the consequences of Georgia's reliance on local property tax revenue for financing its public school districts and attaining student academic achievement outcomes.
