In 1954, due to the prevalence of structural inequalities, the Brown v. Board of Education ruling sought to equalize educational opportunities for African American students by granting them access to predominantly White school districts (Bell, 1980; Gunier, 2004; Ladson-Billings, 2004). The ideology was that African American students would excel academically in predominantly White schooling environments because these establishments were known for housing quality resources that better support upward mobility, including postsecondary matriculation (Arriaza, 2003; Farmer-Hinton, 2008; Ladson-Billings, 1995; Stanton-Salazar & Dornbusch, 1995; Stanton-Salazar, 1997). Difference Makers: A Multi-Case Study Of The Conditions Under Which Superintendents Build Equitable Learning Environments To Support Black Students, Nicole Linsey Jones

The purpose of this study was to analyze the stories shared by superintendents in a Midwestern state about how they approached the work of developing more equitable learning environments for Black students. The study examined the dispositions of the superintendents, the actions taken by the superintendents in each school district, and the influence of the district environment on the superintendents’ ability to carry out their work. A qualitative, multiple case study approach was used to conduct interviews and gather public documents and data from eight superintendents working in academically high performing, suburban school districts. Using narrative inquiry, this study employed a Critical Race Theory lens to examine the ways in which identity factors such as race, culture, socioeconomic status, and gender work in concession with teachers' ideologies, as demonstrated by their values, beliefs, and perceptions about race, to inform their teaching practices, experiences with students and families of color, and commitment to teach. The main question this research study sought to examine was: How do teachers' identities and ideologies, as demonstrated by their values, beliefs, and perceptions, influence their decisions to remain in or leave urban and suburban classrooms?

In Milwaukee, The Milwaukee Parental School Choice Program (MPCP) is a program that "allows low-income Milwaukee Students to attend participating private or religious schools located in Milwaukee with no charge for tuition if certain eligibility criteria are met" (Wisconsin Department of Public Instruction). The program allows for qualifying families to use a portion of the public educational funding selected (voucher) for their student to attend a public school or the private school of their choice.
