The internationalization of the Canadian higher education system is becoming increasingly delicate, yet complex. This major research paper aims to develop an understanding of the impact that language proficiency requirements have on international students’ ability to study abroad at post-secondary institutions. This paper employs a theoretical framework of neoliberal education and culturally relevant pedagogy to analyze enrolment management practices and opportunities through a student-centred lens. A systematized review of the literature concerning English language proficiency (ELP) of international students in higher education was conducted. This study was influenced by my own experience as a first-generation South Asian female international graduate student in Canada. As I reflected on my experiences as part of an assignment for one of my Master of Education courses, I became interested in experiences of others who have followed a similar path. This qualitative case study examines the intricate relationship between political transitions and the educational landscape in Ghana, with a specific focus on the Fourth Republic that commenced in 1992. The objective of this study is to conduct a comprehensive analysis of how changes in government have influenced educational policies and outcomes in the country. By employing a qualitative research methodology, six participants were selected who represent a diverse range of perspectives, including teachers and education researchers. Although more difficult to articulate than implement, educating the multi-ethnic populace about municipal by-laws is among the most difficult tasks for any Canadian administrative institution, whether provincial, federal, municipal, or even grassroots. When considering such circumstances, the present state of the Corporation of the City of Windsor, or the City of Windsor as a whole, offers both a challenge and an opportunity. In terms of challenges, Windsor is home to a vibrant, multi-ethnic community comprised of local, diaspora and minority populations, which often encounters various socio-cultural obstacles concerning the understanding and upholding of municipal by-laws.
