The Evolution Of Esea: A Language And Four-Dimension Analysis, Ann M. Meggs

Title I of ESEA was and continues to be the largest single funding source to support our nation’s most struggling students (Davis, 1999). The purpose of this study was to draw on policy and language analysis perspectives to examine changes in ESEA, specifically in Title I Part A, through its reauthorizations as the No Child Left Behind Act (NCLB) and the Every Student Succeeds Act (ESSA). A language analysis of the texts of these acts found changes in key specific language between each reauthorization, affecting the intent and scope of the original ESEA (1965) legislation. This is the first of several columns that will focus on the mechanisms by which new ideas become accepted by a culture, offering some familiar examples, deriving basic principles from these examples, and applying them to the problem of promoting quantitative literacy in an educational system. In this essay we describe how new concepts become embedded in a culture through their connections to existing ideas, and use this principle to suggest strategies of discourse about numeracy that promote it among various constituencies in the culture.

In the wake of both the end of court-ordered school desegregation and the growing popularity of accountability as a mechanism to maximize student achievement, the authors explore the association between racial segregation and the percentage of students passing high-stakes tests in Florida's schools. Results suggest that segregation matters in predicting school-level performance on the Florida Comprehensive Assessment Test after control for other known andpurportedpredictors of standardized testperformance. Also, these results suggest that neither recent efforts by the state of Florida to equalize the funding of education nor current efforts involving high-stakes testing will close the Black-White achievement gap without consideration …
