“Implacement”: The Importance Of Place And Community In Schooling, Emily Coady

This dissertation consists of three chapters exploring my overarching research question: How does sense of place shape a teacher’s orientation to their profession? My first chapter empirically answers the question: Is there a relationship between place attachment and measured aspects of teacher quality? In an attempt to qualify the strength of bond between a teacher and his or her community, I adapted a place attachment instrument developed by Raymond, Brown, and Weber (2010). Each teacher is given a place attachment score informed by their responses on the 21-item survey. Next, I correlated these scores to other aspects of teacher quality …

Teacher quality has a significant impact on both student learning gains and later life outcomes. With this is mind, policymakers implement reforms to attract and retain more effective educators. A major obstacle for designing these policies is that the ingredients for training, as well as initially identifying, effective teachers remain largely a mystery. However, there are strong theoretical arguments for certain education policy reforms producing improvements in the quality of the teacher workforce. One increasingly popular example is performance-based pay. Performance pay has the potential to better align teachers' incentives to produce increases in student achievement. Do Teacher Characteristics Affect Student Achievement? Evidence From A Rural State, James V. Shuls

Using a unique dataset, this dissertation analyzes the relationship between observable teacher characteristics and teacher effectiveness. Effectiveness is measured as a teacher's ability to improve student achievement on a standardized test. This analysis focuses on teachers of math and science at the elementary and middle school levels, as well as teachers of algebra, geometry, and 11th grade English language arts. The sample is drawn from Arkansas, a state that has a much more rural population than other states and cities where this type of analysis has been conducted in the past. This research examines whether teacher licensure test scores and other teacher qualifications affect high school student achievement. The results are based on longitudinal student-level data from Los Angeles. The achievement analysis uses a value-added approach that adjusts for both student and teacher fixed effects. The results show little relationship between traditional measures of teacher quality (e.g., experience and education level) and student achievement in English Language Arts (ELA) or math. Similarly, teacher aptitude and subject-matter knowledge, as measured on state licensure tests, have no significant effects on student achievement. In an attempt to gauge the educational progress of the nation and each state, Education Week has published state report cards since 1997 in its annual Quality Counts series. The 12th annual report, Tapping into Teaching: Unlocking the Key to Student Success, was released in early 2008 and merges the indicators from the shortened 2007 report, which focused on the “cradle-to-career” framework, with previous indicators such as efforts to improve teacher quality and school finance. As schools open their doors for the spring 2005 semester, many legislatures around the nation are meeting to discuss accountability standards, equity and adequacy issues, and the link between money and student performance.
