As elsewhere, vocational education and training (VET) has a poor image in Hong Kong. To remove the stigma, the Vocational Training Council of Hong Kong embarked on pro‐active strategic planning to make it more relevant and cost‐effective, exposed long and widely held myths that VET is for dullards which leads only to low‐paid and low‐status jobs, provided a through‐train education system to ensure that VET is no longer an educational cul‐de‐sac, and sought external accreditation aggressively. Though it is early days, there is strong evidence that these strategies have worked.

While strategic planning is widely recognized as a central component in the development of sustainable service-learning partnerships and university programs, institutions working to create organizational change often do not have a framework for how to address the power differentials among a diverse group of constituencies. Institutions offering distance education courses and programs may benefit by encouraging administrators, faculty, staff and students to be more entrepreneurial. Organizational cultures designed to support this type of environment are characterized by entrepreneurial leadership, innovation and change. This paper looks at intelligence led strategic planning, specifically within the context of an operational private sector corporate security unit which the author managed from 1994 to 2005. It examines the role, mission and objectives of the unit, with specific emphasis on management models, planning frameworks, policy and strategy, client relations and performance measuring. It develops the concept that risk assessment and intelligence development are in fact the same process, acting to direct governance and informing decision making at both tactical and strategic levels.
