Anne Tedlock Brooks was born in Columbus, Kansas in 1905 to Mary Alice Hall and James Matthew Tedlock. She attended the Kansas State Teachers College (now Pittsburg State University) and received a life teaching certificate in 1927. She graduated magna cum laude from the University of Oregon, and attended graduate school at the University of San Francisco. She worked as a school teacher for a number of years.
