This qualitative, multiple participant case study investigates the phenomenon of student textbook engagement in a First-Year Composition course at a private, evangelical four-year university. In the wake of the 2007 Virginia Tech tragedy, the Virginia state legislature mandated that all college-affiliated institutions create an operational safety plan for natural and manmade crises. Previous empirical research has mostly focused on documenting faculty and students’ perceptions of campus safety, preparations for manmade crises over natural disasters, and enhancing specific aspects of emergency responses for future incidents. Thus, design and implementation “best practices” for higher education operational safety plan protocols is an understudied, yet burgeoning area of inquiry. Deliberations on the topic of alternatives to standardized assessments spurred the 2014 Virginia General Assembly legislation (House Bill 930/Senate Bill 306) that removed five, end-of-year Virginia Standards of Learning tests from select elementary and middle school subjects and supplant them with alternative measures (Virginia Department of Education, 2014). This case study seeks to provide insight into the community perception of character education in a large urban area that does not currently implement an explicit program in moral values. The community is established through adolescents in middle school, parents of the adolescents, school counselors and community members. Informants are selected in an attempt to ensure a diverse cross section of the middle school communities.
