Student retention and persistence are key to student success. Therefore, it is of great concern to community college leaders that their students are retained. In addition to having the best interest of students in mind, community college leaders feel the pressure of performance-based funding to produce increased retention and graduation rates. Over the past several years, retention rates at community colleges in the United States have hovered below 50% (National Student Clearinghouse, 2019). School districts across America are struggling to recruit, hire, and retain qualified teachers in the classroom (Wushishi, Fooi, Basri & Baki, 2014; Simpson, Whelan & Zabel, 1993). In 2006 the national teacher replacement cost in America averaged approximately $2.2 billion per year (Borman & Dowling, 2008). The number of international students enrolled at community colleges across the U.S. has significantly shifted in recent years. As a result, higher education institutions across the country have developed and integrated rationales for attracting and retaining international students to their campuses.
