In 2012, Governor Kasich instituted a call-to-action, “Campus leaders throughout Ohio must work together to rethink how the state allocates its investment in our public higher educational facilities.” (Ohio Higher Education Capital Funding Commission, 2016). The intent of Governor Kasich was to drive more equitable outcomes and opportunities in higher education, including capital allocation (2016). However, despite the changes in processes over time, there continues to be disproportion in allocation of capital funding (Maiden & Stearns, 2007; Manns, 2004; Tandberg 2010).

Black immigrant-origin students are a significant sub-population of the total Black college student population, and they are persisting and graduating more frequently than Black U.S.-origin students. This study explored cultural capital and habitus and how they shaped the college persistence and graduation of Black immigrant-origin undergraduates and alumni from four-year postsecondary institutions. A basic interpretive qualitative design, guided by cultural capital theory, was used to explore thirteen Black-immigrant-origin students’ and graduates’ perspectives in-depth; and to describe their subjective meanings, actions, and social contexts from their point of view. In recent years, student completion in the first-year college mathematics curriculum has become a significant barrier to student success and retention. Many states, such as North Carolina and Virginia, have been innovative in developing new strategies for placing students into an appropriate mathematics curriculum. In this descriptive research study, I identified industry-recognized workforce credentials that are or will be in high demand by employers operating in Virginia. I surveyed a targeted group of Virginia workforce development stakeholders including 17 Virginia Community College System workforce development leaders who represent each local community college, 47 Virginia local and regional economic development directors, and 11 Virginia Workforce Innovation Opportunity Act directors. Due to the economic disparity between rural and urban areas, I also examined the contrast between high-demand credentials needed by employers in rural and urban areas.

One way students become engaged in their undergraduate experience is through place of residence. Factors associated with high academic performance suggest high levels of engagement in campus life. This study investigated the relationship between living arrangement and the academic performance of first-year, full-time undergraduate students. The researcher also considered age, gender, race/ethnicity, and key characteristics of student engagement as moderating factors in the relationship between living arrangement and the academic performance.

PLA permits students to earn college credit for knowledge acquired outside of higher education and is associated with improved student outcomes. The current study expanded the literature regarding adult PLA learners in the community college by examining the graduation rates of adult learners in four U.S. community colleges by PLA status and method. Basic skills instruction has had poor success in equipping adults with the training needed in today's global economy. The educational leaders in Washington State realized the necessity of rapidly equipping adults with career skills and developed the Integrated Basic Education and Skills Training (I-BEST) program to meet workforce needs. In 2004, Washington State piloted the I-BEST program in ten institutions, but it has since expanded to all 34 of the State's community colleges. The participation and persistence rates of African-American males in American institutions of higher education consistently trail those of other ethnic and gender subgroups. These national enrollment, graduation, and transfer statistics are reflected in the member institutions of the Virginia Community College System (VCCS). Previous literature has documented the high attrition rates for community college students. Beyond raw data, research has demonstrated that predictors of higher education persistence may include a student's background characteristics, a student's external commitments, institutional influences, and a combination thereof. However, empirical research on the persistence of community college students is scarce, and even fewer studies address the differential predictors of persistence between adult and traditional-aged students. The present study examined the predictors of institutional persistence among adult and traditional-aged degree-seeking, first-time enrollees at a public, multi-campus two-year community college in southeast Virginia.

The effect of WIA services on the gainful reemployment of Virginia's dislocated workers was explored using a mixed method, non-experimental, ex post factoresearch design. Analysis of variance with follow-up post hoc tests probed for statistically significant differences in hourly reemployed wage and weeks dislocated determined by (a) WIA service level, (b) impact of training, (c) characteristics of training completers and non-completers, and (d) impact of dislocated worker characteristics. Qualitative methods were used to search for trends and patterns defined by the perceptions of both dislocated workers and employers.
