This study is a program evaluation of the effectiveness of teacher evaluation practices in a small suburban elementary school district in Illinois from 2017-2019. The primary research question explored in this program evaluation is whether and to what extent the teacher evaluation process is changing teacher practices in Washington School District 25. Employing a qualitative research methodology, with data gathered from teacher interviews, school administrator interviews, and document analysis, this study identified several key components to the improvement of instructional practices for teachers. This paper focused on the need to embed past and current racial and gender diversity issues into the everyday curriculum in an effort to have a positive impact on students’ social-emotional learning skills. This is a study of AVID as a supplemental education program at the middle school level that includes a quantitative evaluation of the academic efficacy of AVID utilizing anonymized, longitudinal student achievement data. The change leadership paper centers around transforming a school culture with the focus being on collaboration, relationships, and shared values among its stakeholders.Building trust among staff and administration while making daily decisions based on the same value system is necessary to enact an effective transformation. Tools used to collect data included the School Culture Triage Survey and the Teacher Belief Survey. This change plan examined the current competencies, conditions, culture and context of a for-profit education corporation which resulted in low student achievement, “As Is”. As a means of developing strategies and actions for change, the competencies, conditions, culture and context necessary to increase student achievement was explored “To Be”.
