The relationship between families and schools, and the importance of parents and families to a child’s academic success is well documented internationally. However, the development of frameworks, theories, policies, and programs has not resulted in an increase in parent or family engagement in public schools, nor has it remedied the historical alienation and marginalization of families of color in the United States; positive comprehensive programs in communities of color at the middle and high school levels often seem to be missing. This qualitative study investigated parents’ and principals’ expectations of their roles in the parent-school relationship and how they defined, encouraged, and realized parental involvement within an urban Catholic high school setting. Through pattern analysis and axial coding of the data collected from parents and principal interviews, documents, and observations at parent-school meetings and events, four patterns emerged: (a) the underlying child-centered mission, (b) the parents’ role in supporting the student, (c) the parent-school relationship created to support the student, and (d) the principals’ role in creating a trusting environment that promotes parental involvement. Since the publication of A Nation at Risk (National Commission on Excellence in Education, 1983), Berliner and Biddle (1995) have argued media have assisted leaders in creating a “manufactured crisis” (p. 4) about America’s public schools to scapegoat educators, push reforms, and minimize societal problems, such as systemic racism and declining economic growth, particularly in urban areas. The No Child Left Behind (NCLB) Act (2001) functions as an important articulation of this crisis (Granger, 2008).
