This investigation includes not only the development of the codes of ethics adopted by the state teachers’ associations, but the codes which have been adopted by local associations of teachers as well . The impetus gained from the formulation and adoption of local codes of ethics and their enforcement carried the movement onward and finally resulted in the adoption of similar codes by state teachers’ associations for state-wide application.
