The purpose of this quantitative, non-experimental study was to explore a possible relationship between the number of students in grades 9-12 classified as chronically absent and the inclusion of the Chronically Out of School indicator in Tennessee’s accountability model for schools and school districts. Using publicly available data from the Tennessee Department of Education, the research study examined 6 years of data from the 2014-2015 to 2019-2020 school years. Data were divided into 3 years before and 3 years after implementation.

This study also assessed if there was a significant difference in academic achievement among subgroups in students who loop compared to those who do not. The purpose of this case study was to conduct an investigation of educator perceptions of instructional leadership in the school improvement process. Interviews were conducted with educators and an administrator in a small, rural high school in Middle Tennessee. In 2010, the high school was labeled as a low performing school by the Tennessee Department of Education (TDOE). In 2014, Commissioner Kevin Huffman announced the school was on the TDOE Reward School Cusp List for being in the top 10% of schools based on one-year progress data from the Tennessee Value-added Assessment System (TVAAS) school composites.

This study examines the relationship of student achievement in mathematics and factors purported to influence such achievement. The factors utilized in the study were selected from those contained in accountability reports issued by the state of Tennessee in 1995-96. The student achievement measures were based on four high school end-of-course mathematics tests. Student performance on these tests is examined both in terms of actual scores and value-added measures. This study organizes the available accountability measures in an Opportunity-to-Learn (OTL) framework for the purpose of determining relationships that can inform practice and give policy guidance.
