Many students who enter high school at Milton-Freewater, Oregon, are unable to do satisfactory work because they can not read. This situation, although common in secondary schools in the United States, must be improved. At the present time the student whose reading ability is two to six years below his grade level is being placed in a reading class.The purpose of this paper was (1) to survey the general principles of good diagnosis, (2) to determine the criteria for selecting suitable tests, and (3) to suggest suitable tools for appraisal to be used by the classroom teacher.

This paper will discuss ability grouping, particularly as applied to the English classes of the secondary school. Special attention will be given to plans recognizing the student of low ability as well as to courses especially evolved for the gifted student. Although guidance and counseling are associated with grouping, they will not enter into the scope of this paper except incidentally.

The purpose of this study was twofold: (1) to elaborate on the role played by the principal through required practices and (2) present desired information and practices to aid principals to realize the importance of their role in the community educational program. Solutions to all high school problems and situations, of course, are not the same. Principals must work from the standpoint of local needs, but in the final analysis, the required practices and advancements in education should be similar in most small high schools.
