Development of the learning process, education reform and school effectiveness represent a very important area of study in both the developing and the developed countries. In the face of budget constraints, for many developing countries, investing in IT may be a very expensive task given the various problems related to access and equity. Raising the quality of education has been an aim for most countries in order to raise the capacity of their labor force.
