This thesis seeks to answer the question, “What does Title IX mean at the College of the Holy Cross?” It considers and triangulates the words and experiences of students, faculty members, and Office of Title IX and Equal Opportunity (Office) administrators to gauge the understandings and potential misconceptions of available resources and the College’s culture. Further, it draws upon archival analysis to situate the Office in a broader historical context of the College and also includes an auto-ethnographic component. This project investigates the Education Amendments Act of 1972, also known as Title IX. Specifically, the focus areas are scholarship dollars, proportionality, and equitable benefits promoting gender equity as required by Title IX and the NCAA. Data was collected through standard interview procedure and research through the Equity in Athletics Disclosure Act Online Database. My findings include that Southeastern Conference (SEC) schools spend more operationally and on recruiting male athletes, on average, than non-SEC schools, (2) the deviation for female athletes is not as large when surveying SEC and non-SEC schools, and (3) the male-female financial aid percentage gap is …

In response to a problem of practice presented by the non-profit Stop Sexual Assault in Schools (SSAIS), this study examines what training and resources K-12 Title IX Coordinators and school administrators need to prevent and effectively address peer-to-peer sexual harassment and assault. Grounded in Improvement Science, we partnered with SSAIS to address a real-world dilemma. Through the theoretical lens of the Social-Ecological Framework, a descriptive study was conducted using quantitative and qualitative methodologies to study changes needed to reduce peer-to-peer sexual misconduct in schools. Sexual violence (SV) is a global public health crisis of pandemic proportions. Sexual harassment (SH) and violence are pervasive on college campuses, negatively impacting students, faculty, and staff. To address this, U.S. universities are required by federal law to implement EBP programs to foster awareness, knowledge, attitudes, and skills/behaviors (competencies) to prevent or mitigate sexual misconduct. The purpose of this study was to examine the challenges athletic administrations face regarding Title IX compliance and strategies used to maintain compliance. This study will be narrowing the focus to the Northern Sun Intercollegiate Conference (NCIS), focusing on athletic administrators, Title IX coordinator/Senior woman administrators, and women’s sport coaches. The results of this study will identify the challenges athletic administrations face with complying with Title IX in their respective schools, as well as how women’s sport coaches perceive that compliance to be fulfilled.

Under Title IX and the 2011 Dear Colleague Letter, universities were reminded of their obligation to educate, prevent, and respond to sexual assaults and other forms of gender-based violence. The current study used a survey packet including a Rape Myth Acceptance scale, questions about related education, and a scale rating participants’ level of confidence on seven vignettes. The sample indicated participants were more likely to recognize whether consent was given than they were to recognize whether the vignette met legal standards for sexual assault. The results can provide universities with information to better individualize their sexual assault prevention efforts.

This piece takes a look at Title IX history and policy and the potential impact that teacher educators can have on the athletic landscape, especially as it pertains to girls. History of Title IX and athletics is reviewed. The current situation is reviewed, showing a stagnation of growth of girls’ and women’s sports. New data, collated from coaching directories, is shared and clearly shows a need for improvement in gender representation in coaching. Finally, a path forward to recruit and prepare coaches to coach for gender equity is given.

Title IX, a federal law passed in 1972, was designed to ensure that equal access to any educational environment receiving federal assistance (20 U.S.C. § 1681). Title IX forced institutions of higher education (IHE) to address the pervasive nature of sex discrimination within their educational environments, prevent the recurrence of sex discrimination, and remedy any effects of sex discrimination. To do this IHEs developed Title IX sexual misconduct policies. Sexual harassment, including sexual assault, can involve persons of the same or opposite sex. Sexual harassment can include: sexual assault, stalking, deliberate touching, pinching, caressing, attempts to fondle, pressure for dates or sex, and requests for sex in exchange for grades or promotions. The #MeToo Movement cast a spotlight on sexual harassment in various sectors, including higher education. Studies reveal alarming percentages of students reporting that they have been sexually harassed by faculty and administrators. Despite annually devoting hundreds of millions of dollars to addressing sexual harassment and misconduct, nationwide university officials largely take an ostrich approach when hiring faculty and administrators with little or no scrutiny related to their past misconduct.
