Increasing student diversity and the global emphasis on inclusive education necessitate a critical focus on teacher preparedness in implementing inclusive practices within classrooms. Teacher preparedness in inclusive practices is essential to ensure all students thrive in a truly inclusive educational environment. Universal Design for Learning (UDL) promotes equitable learning environments by empowering educators to address the diverse needs of their students. Teachers must implement technology integration into elementary classrooms to prepare students for their further education and careers. The classroom teacher is the constant, providing essential early literacy instruction amidst all of these changes. Universal Pre-Kindergarten is a vital program that provides access to quality early childhood education for New York City residents. According to the Office of Early Childhood Education, there were nearly 68,000 students enrolled in these free, full-day, high-quality programs in the 2018-2019 school year (2022). Many educators who enter the teaching profession via the traditional route leave the profession early. As a result, many school districts rely on alternative certification programs to fill the teacher shortage. English language learners (ELLs) are the fastest-growing population in California schools, with a high percentage of students not meeting the standard of the English language arts performance on the California Standardized Test (CST). This project study investigated the problem in a California school district where it was unknown whether the intervention strategies provided to teachers gave them the curricular skills needed to address the instructional needs of ELLs. The purpose of this quantitative study was to determine whether teachers' self-reported instructional preparedness to teach ELLs was related to ELLs language arts performance.
