Prior to 1987, appropriations to universities along the Texas-Mexico border were much less than in other areas of the state. As a result the League of United Latin American Citizens (LULAC) v. Richards lawsuit was filed, claiming inequities for higher education funding. Between 1989 and 1995, the Texas Legislature approved a group of bills known as the South Texas/Border Initiative (STBI). The goals of this initiative were to: 1) provide equitable funding to nine universities along the South Texas border; 2) merge these regional institutions with the larger university systems in the state; and 3) create additional graduate programs at …

This mixed methods study will explore the relationship of bi-cultural self-efficacy with student achievement and persistence for first generation Mexican American students enrolled at a two year college. The Bicultural Self Efficacy Scale for Minority Adults (BISES-MA ) will be used to collect quantitative data from a study group and control group. The study group will participate in a student success course using high engagement strategies developed by Advancement Via Individual Determination for Higher Education (AHE). This study examines the desegregation process for the Aldine Independent School District located in Houston, Texas. Beginning with an analysis of the development of public education in Texas, this study observes the educational conditions for blacks and Mexican Americans prior to the end of de jure segregation. Thereafter, it assesses the impact of the Brown v. Board of Education (1954) decision that required desegregation of American public schools. I argue that the shifting policies that occurred after Brown requiring mandatory integration resulted in white flight in the school district. The purpose of this qualitative study was to analyze Miguel A. Nevárez’s educational leadership style by focusing on his notable contributions to The University of Texas-Pan American. The researcher defined leadership style as actions by the leader. After examining Nevárez’s background to place his motivations and actions in proper context, this study analyzed what Nevárez did, how he perceived his actions, and how others perceived his actions. The life history written by the researcher was primarily based on data collected through 25 interviews; however, the researcher also utilized other available published and unpublished sources to supplement the interview data. This study investigates the barriers Mexican American students encountered in educational and social opportunities within the San Benito Public School System from 1909 to 2009. This qualitative research study was organized chronologically by collecting information on the city, school district, and students who attended the San Benito Public School System. Personal and telephone interviews, as well as emailed questionnaires/surveys were used to gather firsthand information from former students, and current/former teachers, administrators, and board member of the district. This single subject qualitative case study investigated the impact interest had on reading motivation for a struggling Mexican American adolescent reader from the Rio Grande Valley region of South Texas. Moreover, the study’s findings found several factors that impacted the subject’s motivation to read; factors which impacted the subject’s reading motivation were associated with his home and school life environment, his attitudes towards literacy activities, and the teaching and learning engagements which occurred throughout the study.

Transforming low performing schools to ensure the academic success of Hispanic children situated in poverty remains an educational challenge. External factors impacting student learning are often targeted as the main reasons for poor academic achievement, thereby advancing the culturally deficit model. This study is about an elementary school that defied the deficit model as evidenced by its distinguished academic accolades. The present research highlights similarities with a study conducted in Tucson, Arizona among Hispanic households. As of January 1996 a new process has been implemented in teacher dismissal cases in Texas public schools. In the new process a hearing examiner is assigned by the Texas Education Agency to oversee fact-finding duties in mid-contract teacher dismissals, thereby circumventing the previously exclusive adjudicative role of school board members in dismissal cases.

This study explores the implementation of the 1995 legislation that resulted in major changes to the teacher dismissal process in Texas, an important component of the larger and broader educational reform mandates that have been gradually introduced by the Texas legislature over the last decade.

This investigation considered Mexican-American students classified as Limited English Proficient (LEP) and Special Education Learning Disabled (LD) on achievement in and attitudes toward reading. Two students used culturally matched materials and two students used non-culturally matched, grade appropriate materials. The individuals who received treatment were paired with those who did not receive treatment on key variables as closely as possible. The number of Mexican American women educators is disproportionate to the number of Mexican American women in administrative positions, especially at the superintendency level. During the school year 2001–2002, there were 1,175 superintendents in the State of Texas; 939 male, 66 Mexican American males; 159 White females, and 10 Mexican American women. The stereotypical sex-role expectations are evident among Mexican American women; these expectations are governed by a value system that follows tradition and culture in which docility and passivity are inculcated at a very early age. The study was a legal analysis of the reasonable accommodation standard as defined and applied by the judiciary in carrying out the requirements of Section 504 of the Rehabilitation Act of 1973. The purpose of the study was to identify problem areas in interpreting Section 504 as it applies to the responsibilities of public schools in light of differing standards applied by the Department of Education and the judiciary. An analysis of case law, federal statutes, and federal regulations helped to determine the current practices regarding the accommodation of disabled students in our public schools.

This study employed a Pretest-Posttest Comparison Group Design in order to determine the comparative effectiveness of two prison rehabilitation classes. The experimental group was comprised of 14 adult, male, incarcerated offenders enrolled in a Prerelease class designed to impact their attitudes, thinking, and values. The comparison group consisted of 22 adult, male, incarcerated offenders enrolled in a GED preparation class. Both groups received a battery of pretests and posttests consisting of the Coopersmith Self-Esteem Inventory, the Adjective Checklist (ACL), and the Minnesota Multiphasic Personality Inventory (MMPI-2). There was an interval of 23 school days between the pretests and posttests. Between …

As a special project of the Texas Agricultural Extension Service, the AmeriCorps program requires special supervisional and management competencies on the part of supervising agents at the local level. This study tested 131 variables as indicators of high performance and surveyed all fourteen agent supervisors. Management areas were divided into structure, performance management, office management, and competencies. Exemplary supervisors were identified in a triangulation model that involved nominations by peers, immediate supervisors, and the AmeriCorps project director.

Findings were that the use of the plan of work and incorporation of project goals were highly related to high performance. Coaching behavior …

This study was completed to identify various factors that affect the level of involvement of parents who have children in gifted programs. Specifically this thesis attempts to identify the reasons parents do or do not attend parent meetings for the gifted, and the types of agendas at the meeting that these parents find to be the most beneficial.

The population studied consisted of parents of 117 gifted students, kindergarten through twelfth grade, located in a school district on the Western Slope in Colorado, who completed the Parental Involvement Strategies Survey. Data were complied by axial coding and analyzed for development …
