In The Eye Of The Storm: West Virginia's Uniquely Clear Opportunity To Revise Its Education Funding Formula During Covid-19, Lauren Trumble May 2022

In The Eye Of The Storm: West Virginia's Uniquely Clear Opportunity To Revise Its Education Funding Formula During Covid-19, Lauren Trumble

West Virginia Law Review

Public school advocates in West Virginia have long voiced sharp criticism over the state's funding of education-and justifiably so. Although more than one in four West Virginia children live in poverty, the state's school funding formula does not account for the increased costs associated with educating low-socioeconomic status ("SES") students. As a result, low-SES students are not receiving a constitutionally adequate and equitable education, by the state's own standards.

Now, in the wake of COVID-19, with mounting costs and challenges, allegations of "inadequacy" and "inequity" abound. Ifpast is prologue, districts that serve high concentrations of low-SES students will be the …

Trauma-Informed Supports For Rebuilding School Communities, Nancy S. Stockall, William H. Blackwell Oct 2021

Trauma-Informed Supports For Rebuilding School Communities, Nancy S. Stockall, William H. Blackwell

Journal of Human Services: Training, Research, and Practice

This manuscript describes four principles of trauma-informed supports that can guide school leaders in rebuilding school communities that have been fractured by the COVID-19 pandemic. Based on the work of Hobfoll et al. (2007), these principles are: a) promoting a sense of safety, b) addressing safety within behavior support practices, c) building relationships, and d) promoting self-efficacy and instilling hope. As schools slowly reopen, there is a risk that the re-opening will signify that the crisis has ended and schools can return to their previous policies and systems of support. However, the lingering and long-term effects of the isolation and …

The Morning Meeting: Fostering A Participatory Democracy Begins With Youth In Public Education, Rebecca C. Tilhou Jan 2020

The Morning Meeting: Fostering A Participatory Democracy Begins With Youth In Public Education, Rebecca C. Tilhou

Teaching & Learning Faculty Publications

There is a faltering sense of democracy in America's current political climate due to polarized opinions about leadership's decisions and antagonistic political parties. John Dewey (1916) proposed that education is the place to foster democracy, as schools can provide a platform to actively engage students in authentic democratic experiences that will empower them to act democratically beyond the walls of the school. The democratic schools that emerged during the Free School Movement of the 1960s and 1970s embody Dewey's philosophy, specifically with the shared governance occurring in their School Meetings. Unfortunately, American public education's present preoccupation with standardization, proficiency scores, …

A Case Study Of Turnaround Principal Identification And Selection In One Urban School District, Kondra T. Rattley

Education Dissertations and Projects

Through a case study approach, this qualitative study examined public school district leaders’ perspectives on turnaround principal competencies and actions. Furthermore, this study explored the strategies for identifying and selecting turnaround principals among district leaders in one district and their perceptions of the challenges associated with turnaround principal shortages. Participant responses were compared to existing, research-based turnaround principal competencies and led to direct reflections of the existing competencies. The research findings indicated that participant perspectives of the competencies associated with turnaround principals reflect existing, research-based competencies. The results also indicated that the participants placed more emphasis on certain competencies than …

A Case Study Of Hispanic Female School Superintendents In Rural Schools Of The Rio Grande Valley In Deep South Texas, Irma C. Castillo

Theses and Dissertations

Underrepresentation of women in the position of school superintendent is an ongoing dilemma impacting social constructs, as well as public education. The few Hispanic females that lead schools tend to be employed in rural schools. The dearth of female Hispanic school superintendents questions the factors impacting such a trend. This study explored the factors contributing to the low rate of Hispanic female superintendents; attempted to understand the extent to which Hispanic women are more likely to secure positions in small rural school districts; and examined the discrimination issues these women may have experienced. A qualitative, case study methodology was used …

Authentic Servant-Leadership Exemplified By Early Childhood Educator David Lawrence Jr.: A Case Study, Blanca Correa-Cespedes

FIU Electronic Theses and Dissertations

Advocacy and leadership style are essential concepts in education. This qualitative case study was undertaken to demonstrate how Robert K. Greenleaf’s servant-leadership framework could be a useful framework to adopt by educational leaders and child advocates. Servant-leadership identifies the needs of others as a primary goal of leadership. The study contributes to understanding the value of exemplary servant-leadership and advocacy in public education as demonstrated by David Lawrence Jr. The researcher addressed questions regarding how Lawrence embodies servant-leadership traits and explored how a servant-leader has been positively influencing early childhood public educational policy in Florida to benefit all children.

There …

Determining Effective Leadership Competencies Of School-Based Administrators Overseeing Special Education Programs Within Virginia Public Schools, Patrice A. Thompson

Graduate Dissertations and Theses

The effective leadership of special education programs is an essential component in providing students with disabilities access to a free and appropriate public education. Special education administrators are responsible for ensuring that special education programs are provided and that special education law is followed in order for students with disabilities to access a free and appropriate public education. Perceptions of competencies needed for the effective leadership of special education programs were similar between the participant groups in a state-wide survey. In addition, training experiences had an impact on the self-reported proficiency levels of competencies rated by school-based special education administrators.

Educational Policy Decisions Effect Upon Same-Gender Public Education, Richard Gerard Catoire Jan 2014

Educational Policy Decisions Effect Upon Same-Gender Public Education, Richard Gerard Catoire

Educational Foundations & Leadership Theses & Dissertations

The No Child Left Behind (NCLB) Act of 2001, with emphasis on greater choice and flexibility for parents and students in public education, to include the provision for same-gender public schools and classrooms, led to a resurgence in same-gender public education in the United States. With the results of the research on same-gender education presenting conflicting evidence and mixed-perspectives on the outcomes of same-gender education in improving academic achievement or attainment, there are still questions to be answered, not only to the effectiveness of same-gender education, but also to policy decisions to establish same-gender public education programs. While proponents of …

“It Takes More Than Brown Paint To Portray A Realistic African American Character”: Lessons Learned About Teaching Multicultural Literature, Theresa Adkins Oct 2011

“It Takes More Than Brown Paint To Portray A Realistic African American Character”: Lessons Learned About Teaching Multicultural Literature, Theresa Adkins

Academic Leadership: The Online Journal

The documentary “Waiting for ‘Superman’” shines a light on many issues in public education. The film was released too much fanfare in late September of 2010. It received a lot of media attention and seemed to get everyone talking about American education and how to fix its problems. NBC’s television networks went so far as to dedicate an entire week of programming to the topic of education. Their “Education Week” aired several town hall meetings and debates with leaders in education. However, “Education Week” ended and with it so ended the mainstream media’s coverage of education reform. I had hoped …

Separation Of Church And State: Fact Or Fiction?, Wesley Hickey, Peggy Gill, Rebecca Ratliff Fredrickson May 2008

Separation Of Church And State: Fact Or Fiction?, Wesley Hickey, Peggy Gill, Rebecca Ratliff Fredrickson

Educational Leadership and Policy Studies Faculty Publications and Presentations

Court cases over the past several decades have been consistent in following the constitutional mandates separating religious issues and public education, thus eroding government sponsored activities associated with faith (Irons, 2007). This has created concern in some segments of society that values religious beliefs, and there are political groups that believe public school decline is due in part to a lack of religious instruction (Bergel, 1988). But how separate is church and state in our public schools? Are the legal precedents followed? The purpose of this paper is to look at the public schools' requirements in separating issues of church …
