Centropoly: The Structure Of Educational Failures In The U.S., Martha Bradley-Dorsey

How did a country birthed in individual liberty and voluntary associations create just the opposite in its inflexible, layered, government-controlled public education system? Here, using public choice theory, I explain how near-sighted and unrelated reforms, often based in private motives, gave us what I call the public education centropoly – a hybrid government organization consisting of a set of monopolies layered beneath two additional government levels that especially fails disadvantaged students.

My thesis exploration is on La Sección Femenina and its diffusion of female cultural guides and shaping of female education in the early francoist period, from 1939 to 1959. The Sección Femenina and its field offices published work in many facets of women's lives to influence and reeducate women or their values and place. The contrast of rhetoric and reality gives insight into the values and upbringings of generations of Spaniards. A survey taken by 511 respondents dealt with such issues as past and current educational practice preparation, educational purposes in America, core class subjects, and soft skill teachings. Its results revealed a public opinion believing the primary goal of education as teaching students to adapt to any situation they find themselves in. Other results include a lack of preparation in current practices for life beyond education, although workforce preparation is adequate. Also, soft skills ought to see a curriculum of their own and taught explicitly to students in education instead of implicitly enforced, hoping parents alone taught these skills previously. …

The pioneers’ journey across Nebraska was rough and ever changing, and the same can be said for the educating of Nebraskans on the state’s history. Since the centennial of Nebraska statehood in 1967, changes to the education of Nebraska history has made students metaphorically traverse over both rough, hilly topics and flat, grassy lessons. These changes can be seen by examining sources from various Nebraska schools dating back to the 1960s. American Indian/Alaska Native (AI/AN) history represents a number of traumatic events inflicted upon each tribal generation that has yet to recover. These events have led to major consequences on the health of this population. AI/AN people experience the worst health disparities in the nation (Espey et al., 2014; Warne & Lajimodiere, 2015). Previous studies have shown that loss of land, cultural devastation, and inadequate health care access are associated with the high rates of health disparities endured by AI/AN people throughout North America (Walters, et al., 2011). The purpose of this historical case study was to explore, through the lens of knowledge transfer, answers to the following two questions: how did the Sister-educators from one community in Northeast Ohio prepare themselves for leadership, and when it became clear that the future of their urban school depended on transitioning to lay leadership, how did Sister-principals prepare their religious communities and their school communities for that change. This qualitative study focuses on six members of one active, engaged, service-based community which has supported schools Northeast Ohio for over a century. In this article I explore student culture beyond the classroom to argue that there existed an informal liberal curriculum which embraced a general spirit of intellectualism and the pursuit of a wide range of knowledge dealing with the human condition and the state of society. I also offer a new reading of the formal curriculum at training colleges by examining the formal curriculum alongside student accounts of their experiences of it, student responses to assignments, commonly used textbooks, and educationalists’ discourses about teachers’ training. The aims of this study are to explore the socio-cultural contexts and experiences of Black Americans and their perspectives on the quality and value of education in their lives and to better understand how the socio-historical idea that Blacks are inferior has influenced the perception and disenfranchisement of Black youth in the U.S. educational system. This dissertation presents a qualitative study, incorporating historical documents and oral history interviews to collect first person accounts of the educational experiences of 53 Black people reflecting 4 different generations. This Cultural Studies dissertation comes from extended research on three East Tennessee school districts as they attempted to integrate after the Supreme Court mandated an end to segregation in the United States. The study focuses on the experiences of former students of Austin High School, the segregated black school on the eastern edge of Knoxville, Tennessee. From looking at their schooling experiences in the context of the area's failed attempts to integrate, I address the myriad ways these participants and white citizens took up the term community to advance or block integration efforts. This historical-descriptive study examined Southern Appalachian settlement schools as early initiators of integrated health and social services with education from the 1900s through the 1970s. Three schools were studied: Hindman Settlement School (KY), Pine Mountain Settlement School (KY) and Crossnore School, Inc. (NC). The purpose of the study was to determine the type and extent of services provided, the relationship of the settlement schools with their respective county public school system, and the transfer, if any, of integrated services from the settlement schools to public schools as the public schools took over educational responsibilities once offered by the settlement schools. …

In 1979, President James E. Carter signed into law the thirteenth Cabinet-level office, the Department of Education. Although the United States has had a department, bureau, or office of education since 1867, the newly established Department of Education gave education a seat at the Cabinet table. Since that time, four individuals have served as secretaries: Shirley M. Hufstedler, Terrel H. Bell, William J. Bennett, and Lauro F. Cavazos. This study explored censorship in the public schools through the analysis of the changing textbook adoption criteria of the twenty-two adoption states to determine if new, subtle challenges of censorship suggest previously undiscovered effects on the established school curriculum. Adoption criteria (1975-76 and 1985-86) from the twenty-two adoption states were requested. State statutes were also reviewed. A content analysis focusing on the specified criteria needed for text adoption and the amount of public participation in the adoption process was conducted. The educational efforts of the first fifty years of the 1700s for the Gullahs, black slaves brought to South Carolina's low country, were a by-product of the Church of England's concern for the souls of heathens. Through the Church's offspring, the Society for the Propagation of the Gospel in Foreign Parts, missionaries were sent to South Carolina beginning in 1702. By 1704, Samuel Thomas, the Society's first missionary there, reported that he had taught about twenty blacks to read, and by 1743 the Society opened a school for blacks in Charleston despite a 1740 law prohibiting slave education. The purpose of this study was to investigate and describe the desegregation of public schools in a selected southern state between the years 1954 and 1974. In developing the research project that described the elimination of legal biracialism in North Carolina's schools, public sentiment emerged as a major factor. North Carolina's public schools were unusual when compared to other states with dual systems because, despite the fact that the state had one of the largest black populations in the nation, the desegregation drama proceeded peacefully and successfully, albeit slowly.
