Policy initiatives such as the Western Undergraduate Exchange (WUE), a regional tuition saving agreement among colleges and universities operating in the western states, have the ability to increase mobility and promote human capital attainment. This brief will be focusing exclusively on how Nevada’s higher education system and related programs, specifically the WUE, can be improved to further attract and attain a higher-skilled workforce. This paper will cover a literature review of brain drain and its effects, investigate Nevada’s relationship with human capital and the WUE, as well as offer policy recommendations to improve attainment.

The United States has a literacy problem; in fact, it has an education problem in general. Piecemeal reforms that differ wildly from state to state, and even county to county, have had varying levels of success from none to showing real potential. Nevada is not exempt from this literacy problem. In 2015, only 47.57% of the students taking the state mandated third grade exams were deemed proficient on the English Language Arts portion of the exam. This Fact Sheet highlights the effects of major shifts in geographic mobility patterns of highly-educated citizens in the Mountain West (Nevada, Utah, Arizona, New Mexico, and Colorado). The phenomenon, dubbed “brain drain” by experts, is characterized by the out-migration of a group of highly-educated people. “Brain gain” describes the opposite: when a location attracts highly-educated people. Several states are keeping and welcoming more highly-educated adults, while other states are rapidly losing talent. This migration pattern has important implications for social, political, and economic issues facing the country.

Cooperative Extension is a partnership funded by federal, state, and county governments that extends University of Nevada services to Nevadans. As the original branch of Nevada’s land-grant institution, the University of Nevada, Reno (UNR) has administered Cooperative Extension Service (CES) since the program’s inception over a century ago. However, as currently organized, CES has limited presence in Southern Nevada and it has not developed programming commensurate with Clark County’s tax contribution to the CES budget. For more than a century, cooperative extensions and the land-grant universities have translated and extended research-based knowledge and provided non-formal higher education to their communities. Today, more than 80% of the nation’s population are living in urban areas (The World Bank, 2015). Challenges facing diverse populations require cooperative extensions to collaborate and form partnerships to leverage resources and expertise. This brief explores the nation’s Cooperative Extension System, in particular the university cooperative extensions run by 1862 Land-Grant Universities. African American students have generally fallen behind in their academic pursuits when compared to their non-black peers. While unacceptable, this continues to happen each year without effective intervention. Unfortunately, this issue is pervasive and complex, requiring additional research to find an effective solution. One factor that may contribute to this phenomenon is coping. Lazarus and Folkman’s Transactional Model of Stress and Coping (1984) illustrates how coping responses yield direct outcomes. In an academic setting, coping may have a significant correlation with academic achievement among African American students when faced with race-related stressors. In 2010, the Association for the Advancement of Sustainability in Higher Education released, “Sustainability curriculum in higher education: A call to action,” encouraging infusion of sustainability topics into universities' teaching and research. Since then, academic programs and research related to social, economic, and environmental sustainability have enriched university curricula. An exploratory study was conducted to determine the position and engagements of academic libraries and information science schools in their contributions to scholarly sustainability activities and curricular initiatives. On January 10, 2013 the elected leadership of Southern Nevada met to discuss the region’s governance, K--‐12, higher education, infrastructure, economic development, and health care needs. From that bipartisan discussion emerged policy priorities for the 77^th Session of the Nevada Legislature. This report examines the degree to which the region’s elected senators and assembly members advanced these priorities and represented the interests of Southern Nevada in state government.

The emerging philosophy of the Multicultural and Diversity Committee is that excellence in education cannot be achieved without educational equity for all who enter our schools. This includes (but is not limited to) females, males, people of color, people who live in poverty, people who live alternative lifestyles, people with disabilities, people with a language background other than English, people of all ages, and people who have recently immigrated to the United States. Educational equity is defined by processes that work against marginalization and foster knowledge of and respect for the diverse nature of our population.
