Abstract

The push for educational accountability and standardization in the United States gained traction with the No Child Left Behind Act of 2001. Uniformity in the curriculum, academic standards, testing, and accountability were some of the requirements that were being touted by politicians, educators, and special interest groups. School districts across the United States were forced to develop systems to prove that teachers were teaching and students were learning. New York State enacted reform legislation under Education Law section 3012-c, which included the Annual Professional Performance Review (APPR) to evaluate teachers and principals. In July of 2015 the General Assembly of Connecticut enacted House Bill 6919, which effectively established a task force concerning outcomes based financing for higher education. This task force would convene meetings discussing performance based funding (PBF) with the end goal of adopting this policy, which nationally had already been done by over thirty states. Using document analysis and interviews with members of this task force and other key figures in higher education in Connecticut, this dissertation looks to examine the political, economic, and social factors that led Connecticut to contemplate adopting PBF in 2015. Race to the Top is a $4.35 billion United States Department of Education program created to spur innovation and reforms in states and local districts of K-12 education. It is funded by the Education Recovery Act as part of the American Recovery and Reinvestment Act of 2009 and was announced by President Barack Obama and Secretary of Education Arne Duncan on July 24, 2009. The purpose of this quantitative study was to investigate New Jersey superintendents’ hiring decisions of principals during the implementation of AchieveNJ, the educator evaluation system. This policy created mandates for school districts, which were nonexistent in the past. The 2013-2014 school year was the inaugural year for AchieveNJ, and it is unknown if this new mandate has influenced superintendents’ hiring decisions of principals and whether superintendents’ own estimations of the new policy will shape their hiring decisions. Increased public demand to hold teachers accountable for student learning and to remove ineffective teachers has challenged state department of education officials to develop teacher evaluation systems that include student assessment data. Many educational researchers theorize teacher effectiveness is the variable under the control of the school with the most influence on student success.

Reports indicate there is an abundance of certified individuals able to assume this position.
