This study investigates how the administrators in the research and quality assurance offices in the regional universities in Ecuador enact the national research quality assurance policy. The massification and diversification of higher education and the internationalization, as well as globalization of higher education institutions create an increasingly competitive environment. Given this competition, resources are scarce, resulting in more frequent and more aggressive budgetary constraints. In 2012, the Vietnamese government enacted the Higher Education Law to give public universities institutional autonomy. Since the passage of the law, the term institutional autonomy has become contested; different interpretations have arisen among different actors concerned with implementing the policy. In a qualitative case study, I explore the meaning of autonomy in the context of Vietnamese higher education where the legacy of centralized governance is strong. The main objective of this qualitative case study was to explore the professional experience of six faculty members and three administrators in higher education during a time of increasing quality assurance and accountability policies so to gain a deeper understanding of how neoliberalism is changing their work experience as academics in Ontario, Canada. I have presented the research findings by employing policy sociology as both theory and methodology using the method of the qualitative case study. This thesis explores how elementary school principals in the Canadian province of Ontario manage multiple accountability expectations in their work. My conceptual framework is based on seven different accountability systems that can influence principals' work: bureaucratic, moral, political, professional, market, legal, and performance-based. This interpretive, qualitative study consisted of 12 semi-structured interviews, approximately sixty minutes in length, with principals from two urban Ontario school boards.
