Research on students classified as Emotionally Disturbed (ED) shows that a disproportionate number of ED students are educated outside of the general education setting. In New Jersey a little more than half of students classified as ED are not educated in general education classrooms for most of their school day. The academic performance of ED students is often lower in self-contained environments than in the general education setting (Oelrich, 2012). Despite accounting for the largest increase in higher education enrollment over the last ten years, Latinx students have continued to earn their bachelor’s degrees among the lowest rates of all racial/ethnic groups. Latino men specifically have continued to underperform Latina females, maintaining one of the widest gender gaps in bachelor’s degree completion rates. This case study focused on the experiences of teachers who utilized a reading program, Wilson Fundations®, to teach phonics-based instruction to primary age children at an urban elementary school. Face-to-face interviews and a review of preliminary data verified for this community of educators that the phonics-based program was leading to significant improvements in reading for their students.

Based on brain imaging and significant intervention research, children with reading difficulties do benefit greatly from multisensory phonics-based instruction. In the last few decades, students with disabilities are one of the more recently discriminated minority groups to work towards equality in higher education. At least 11% of undergraduates, or two million students, have disclosed a disability in postsecondary education and this number continues to grow every year. Despite this growing enrollment, students with disabilities are not retaining or graduating at the same rate as their peers without disabilities.
