Arts education programs can provide the necessary skills students need for future success, including communication skills and confidence. The Turnaround Arts program at Rosa Parks Elementary School has advanced overall student success, particularly benefiting students in Special Education. Both Special Education teachers and the Arts Specialist at Rosa Parks Elementary were interviewed and the Turnaround Arts Program was observed. Each teacher described their experiences within this program to be noteworthy and recognized the importance it has had on their students’ success in the classroom. The purpose of this explanatory case study is to review the supports provided by public elementary schools for highly mobile students from military families. When military families are uprooted and move to new locations, the children are forced to form new social ties as well as adapt to a new curriculum and learning objectives. The research questions that were addressed in the research for this study included: (a) How are issues of military mobility addressed at the study school sites so students are academically and socially successful? This paper also sheds light on possible policy directions by examining lessons from other countries. Australian STEM education seems caught in a whirlpool of problems that are contributing to one another. Student engagement and performance in STEM are declining, but we do not have the supply of qualified teachers we need to improve learning. Reform efforts in schools have become increasingly focused on the nature and direction of teamwork in efforts to achieve sustained and systemic districtwide capacity for innovation and needed change. The six-year study reported in this article involved development, implementation, and assessment of a unique collaborative process for districtwide reform in some of the most challenging and fluid educational settings in the United States of America. This reform process, called District Strategic Teaming, involved a representative vertical cross-section of members from the district office to school-based support staff.
