Developing online instructional strategies for increasing student engagement and success is significant locally and nationally due to growth in the online field, advances in technology, and the need for colleges to maximize student success. This study stemmed from the desire of administrators at an upstate New York private college to discover additional ways to design and deliver effective online instruction. I investigated why math capable students are not entering science, technology,

engineering, and math (STEM) careers. To research the problem, I explored how highly

effective elementary math teachers (HEMT) create student interest in mathematics using the self-

efficacy (SE) theory and information and communication technology (ICT). The purpose

of the study was to discover if teacher training and instructional strategies can influence

The Georgia Department of Education requires students to earn 4 course credits in the area of mathematics in order to graduate from high school. Academic success for mathematics students in a school district in southern Georgia has been encumbered because teachers lack cultural competency in mathematics instruction, which has hindered minority students from developing reasoning, critical analysis, and problem-solving skills needed to earn these required math credits. Changing demographics in the United States to a minority-majority culture require health care professionals who are culturally competent to provide appropriate care to patients. In a university in the Mid-Atlantic region of the United States, a gap existed between student education and the culturally competent professional practice of entry-level registered dietitians.
