This quasi-experimental value-added study provided evidence for the predictive validity of the Massachusetts MTEL General Curriculum Mathematics Subtest by finding an association between the licensure test results of 130 teachers and the growth of their 2640 grade 4 and 5 students. The study took advantage of a natural experiment that arose due to a policy change made by the Massachusetts Department of Elementary and Secondary Education (MADESE) in response to the initial administration of a new highly rigorous math-specific licensure subtest for elementary and special education teachers in March, 2008. Teacher quality has a significant impact on both student learning gains and later life outcomes. With this is mind, policymakers implement reforms to attract and retain more effective educators. A major obstacle for designing these policies is that the ingredients for training, as well as initially identifying, effective teachers remain largely a mystery. However, there are strong theoretical arguments for certain education policy reforms producing improvements in the quality of the teacher workforce. One increasingly popular example is performance-based pay. Performance pay has the potential to better align teachers' incentives to produce increases in student achievement. Using a unique dataset, this dissertation analyzes the relationship between observable teacher characteristics and teacher effectiveness. Effectiveness is measured as a teacher's ability to improve student achievement on a standardized test. This analysis focuses on teachers of math and science at the elementary and middle school levels, as well as teachers of algebra, geometry, and 11th grade English language arts. The sample is drawn from Arkansas, a state that has a much more rural population than other states and cities where this type of analysis has been conducted in the past. This report is the final of three reports of the evaluation of the Teach for Australia (TFA) Pathway, a pilot of an alternative approach to teacher education in Australia. The evaluation was undertaken by the Australian Council for Educational Research (ACER) over the period 2010 to 2012. The basic design of the TFA Pathway is as follows: 1. High-achieving university graduates are recruited nationally. Applicants are subject to a rigorous recruitment process and are selected on the basis of qualities and skills suitable to the teaching profession, and the possession of a genuine desire to reduce educational disadvantage. 2. This study examined the relationship between the professional practices components of the School Board of Brevard County Instructional Personnel Performance Appraisal System Instrument and student achievement as measured by a teacher’s valueadded measurement score. A Pearson Product-Moment Correlation was the statistical test used to analyze the data. The population included Brevard Public School instructional personnel assigned to Grades 4-10 who taught reading and/or mathematics measured by the Florida Comprehensive Assessment Test during the 2011-2012 school year and who received teacher aggregated value-added measurement scores. Any serious policies about teacher quality must address the challenge of making sure teaching can compete with other professions for its share of high quality graduates from schools and universities. Recent research shows that it is the salaries of experienced teachers relative to other professions that distinguishes countries with higher student achievement. Beginning with the 1998 a Senate Inquiry into the Status of Teaching, a string of reports recommended that a professional certification should be established to provide recognition to highly accomplished teachers and that education authorities should structure remuneration accordingly.
