This study examined Early Childhood Special Educators' perceptions of play as a developmentally appropriate practice in special education prekindergarten classrooms in one southeastern school district. Through purposeful sampling, eight prekindergarten special educators were identified because they held multiple teaching certifications and some held National Board certification. The participants had many years of experience in pre-kindergarten special education, and were professional development trainers, teacher mentors and or leaders in the prekindergarten special education community. State funded preschool programs are recent phenomena in the United States and the state of Tennessee. The intent of the researcher was to explore the implementation of the preschool program in the Greene County Schools system and to develop a better understanding of the effects of this process at the classroom level. This study may provide significant information for other pre-k programs in the state of Tennessee or nationwide programs in partnership with Head Start.

This paper estimates future adult earnings effects associated with a universal pre-K program in Tulsa, Oklahoma. These informed projections help to compensate for the lack of long-term data on universal pre-K programs, while using metrics that relate test scores to valued social benefits. Combining test-score data from the fall of 2006 and recent findings by Chetty et al. (forthcoming) on the relationship between kindergarten test scores and adult earnings, we generate plausible projections of adult earnings effects and a partial cost-benefit analysis of the Tulsa pre-K program. The Individuals with Disabilities Education Improvement Act (IDEIA) mandates services from birth through age 21 for children with disabilities and their families (U.S. Department of Education, 2004). Children experience significant transitions between formal parts of special education, including the transition from birth-to-age-three services, to age-three-to-five services (Fowler, Donegan, Lueke, Hadden, & Phillips, 2000). In this article, I address the concept of critical coalitions in play from two perspectives. First, I consider young children’s art making with digital video through contemporary play frames that propose moving beyond the dichotomy of subject (child as actor; active meaning-maker) and object (child as dupe; susceptible to media and moral panic). This reaffirms that play is at once contradictory, pleasurable, fantastic, and culturally purposeful. Analysis of young children’s digital video as play within frameworks proposed by Wilson (1976), Walkerdine (2007), and Freud (1922/1948) allows for an expansion of philosophical ideas about young children’s art making. There is growing concern over the number of young children who display challenging behavior and preschool teachers are reporting children’s challenging behavior as their greatest concern. Program-wide Positive Behavior Support (PWPBS) is a promising model for supporting appropriate behavior and decreasing challenging behavior in early childhood programs. Implementation in early childhood settings is relatively new and guidance on how to implement PWPBS in early childhood settings in growing. Linguistically diverse learners are a rapidly growing subpopulation of the students currently served by schools and future forecasts indicate that population growth is expected to continue. Students who enter school speaking a language other than English need adequate time and opportunity to English. Furthermore, children who attain grade-level literacy by the third grade demonstrate greater achievement in school and life. Because language and literacy acquisition in the early elementary years leads to later success and English language learners (ELLs) need time and opportunity to master both, it is imperative that school systems focus on interventions to ensure both early and …
