The development of, and adherence to, performance standards is imperative for success in today’s competitive global market. This is as true for academic programmes in higher education as it is for the manufacturing and service sectors. Just like their counterparts in business and industry, it is important that graduate career preparation programmes are subject to an external validation process that can substantiate whether or not they are indeed following applicable standards. The No Child Left Behind Act of 2001 provides guidelines that all public schools in the United States must follow. Provisions of this law require that specific assessments be given to all students in schools across the United States and that individual states establish one system of accountability for all schools. Although much is being done, public schools are still lacking in the area of accountability reform. When I was young, I attended my neighborhood school. It was a square brick building with three floors and was situated on a corner just five blocks from my home. There is an inherent tension in the U.S. system of accreditation. Historically, the system has been one of self-regulation (Brittingham, 2009). As access to higher education has grown, however, and the concomitant flow of federal money to colleges and universities has increased, the federal government and the taxpayers it represents have called for more and more external reporting of measures of college quality. Accreditation by the National Council for the Accreditation of Teacher Education (NCATE) signifies that a variety of licensure programs demonstrate a high level of quality in programs, candidates, faculty and operations. NCATE accreditation depends in part upon national recognition of individual licensure programs by Specialized Professional Associations (SPAs), and on program approval by state departments of education. Questions of efficacy have always plagued the use of mission statement as a strategic planning tool. In most planning models, the mission statement serves to clarify goals and guide the formation of strategies. However, little empirical evidence exists validating that mission statements actually improve the performance of organizations, even though regional accrediting commissions in higher education include mission statement and affiliated processes as criterion for accreditation. For community colleges, the question is how can mission statements best be used to move the institution forward in a climate of change and challenges?

The Oklahoma State Legislature changed the name of the University in 1949, this time to Southwestern State College. Since that time, SWOSU has maintained accreditation by the Higher Learning Commission (North Central Association of Colleges and Secondary Schools).

Prompted initially by the demands of regional university accreditation bodies, the attention paid to outcomes assessment is now growing with the forecast that the ABA will revise its accreditation standards to incorporate outcomes measures. The identification of dispositions as a gauge for teacher effectiveness has become a part of many school systems and teacher education programs. Accrediting agencies, such as the National Council for Accreditation of Teacher Education (NCATE) and the Interstate New Teacher Assessment and Support Consortium (INTASC), have been instrumental in emphasizing teacher dispositions’ presence in higher education institutions and local schools.
