Appalachia On The Airwaves: A History Of Public And Educational Television In The Southern Mountains, Carson Benn

Through a series of historical case studies of individual states within the multi-state region of the Appalachian mountain range, as well as the region as a whole, this dissertation examines educational television (ETV) operations, both at the network level and that of individual stations. Though mostly thought of as “public television”—an educational and noncommercial alternative to mainstream broadcast media—these ETV networks offered, I argue, something more analogous to present-day understandings of distance education and the use of instructional media and technology. In this thesis, I am examining how East Tennessee State Normal School in East Tennessee and Appalachian State Normal School in Western North Carolina interpreted progressive education differently in their states. This difference is that East Tennessee State began as a state funded school to educate future teachers therefore their school and their curriculum was more rounded and set to a structured schedule. This dissertation explores the University of Kentucky’s efforts to develop and implement an “action program” in eastern Kentucky in the 1960s. By the late 1950s, Kentucky’s political, business, and academic leaders had identified eastern Kentucky as the state’s problem area, and they sought strategies to bring the region into the economic and cultural mainstream. This generation of post-war leaders had an uncompromising faith in the power of knowledge, technology, and planning, and University leaders saw their action program as a university-wide effort to address what most would argue was Kentucky’s ugliest problem.
