How Elementary School Principals Manage Accountability Expectations, Carolyn M. Ball

This thesis explores how elementary school principals in the Canadian province of Ontario manage multiple accountability expectations in their work. My conceptual framework is based on seven different accountability systems that can influence principals' work: bureaucratic, moral, political, professional, market, legal, and performance-based. This interpretive, qualitative study consisted of 12 semi-structured interviews, approximately sixty minutes in length, with principals from two urban Ontario school boards.

The amount of demands placed on elementary principals by various forms of accountability--including mandated government policies, school board initiatives, and what principals believe to be important based on the needs of their respective schools--is intensifying …

Correlates And Effects Of Data-Informed Decision-Making: An Empirical Examination Of The Loose Coupling Theory Using A National Data Set, Xingyuan Gao

The notion of schools as “loosely-coupled” organizations has been widely discussed in the research literature. Many argue that the loose coupling is either a protective mechanism for schools to buffer external pressure or a barrier to implementing new reforms. Against the backdrop of standards-based reform and accountability policies in the last 15 years, which focus on tightening the system as the way to improve K-12 schools, I conducted three related studies to empirically test the loose coupling theory by applying two-level hierarchical linear models to nationally representative data in the US.

Through the Kentucky Education Reform Act of 1990, Kentucky enacted sweeping reform that sought to equalize educational finance. With the foundational principle that all children can learn at high levels, the Kentucky Department of Education penned the Standards and Indicators for School Improvement (SISI) to guide the Scholastic Audit—a school improvement process, underscored by the nine standards and 88 indicators of the SISI. This explanatory case study seeks to understand the nature of middle school educators’ self-efficacy in an urban public school district during an era of accountability. The study was conducted in a progressive school district, known as OakRidge Pubic Schools. A sequential mixed methods design with a participant-selection model variation was employed. The study identified teachers’ level of self-efficacy via the Teacher’s Sense of Efficacy Scale (Tschannen-Moran & Woolfolk Hoy, 2001), a quantitative survey used to determine high and low self-efficacy focus groups. The purpose of this case study was to conduct an investigation of educator perceptions of instructional leadership in the school improvement process. Interviews were conducted with educators and an administrator in a small, rural high school in Middle Tennessee. In 2010, the high school was labeled as a low performing school by the Tennessee Department of Education (TDOE). In 2014, Commissioner Kevin Huffman announced the school was on the TDOE Reward School Cusp List for being in the top 10% of schools based on one-year progress data from the Tennessee Value-added Assessment System (TVAAS) school composites.

Legislators have implemented an accountability system in an effort to increase school quality for all students. Policymakers assume that rewards and sanctions, based on results from high-stakes testing, can improve student achievement. The accountability system does not consider environmental factors that impact student outcomes. This study examines student, teacher, school and district determinants and their impact on student achievement, school designation, and school ranking. Data was collected from 333 elementary (K-5) schools in 56 public school districts and 18 charter schools in three counties: Macomb, Oakland, and Wayne. Literature examining the impact of the student learning accountability movement on faculty perspectives is insufficient, as little is known about how faculty perceive the requirements related to federal, state, and institutional accountability initiatives. This dissertation is a phenomenological study of the effects of the turnaround process on a high school in rural central Kentucky. Data used for this study include interviews with teachers and archival materials such as school reports cards. Across Kentucky some forty-one schools have been identified as "priority schools" or persistently low-performing. As such, each one of them has been required to undergo changes in their daily instructional practices, procedures, and policies. The nature of federal and state policies regarding accountability testing narrows the taught curriculum to content tested, thereby changing what is officially valued as student learning. The over-emphasis on standardized test scores has narrowed the curriculum to content that is tested (Amrein & Berliner, 2002; Baker, 2008; Herman, 2008; Koretz & Hamilton, 2003; Linn, 2000). In Louisiana, test-based accountability defines local school quality through a letter grade rating scale that uses an index for school performance scores (SPS), which in turn impacts traditional and nontraditional (e.g. charter) school expansion, closure, and takeover, administration of opportunity scholarships (e.g. voucher) for private …
