Over the years, many special education trends have emerged and faded, each claiming to be the solution to providing students with special needs a greater chance for success. Each year, new requirements for graduation and new educational legislation are introduced to try and correct old problems of ensuring students with special needs are properly educated leaving educators, parents, and advocacy groups with uncertainty as to appropriate placement, for students with learning disabilities. These two qualitative descriptive case studies investigated supports and barriers to integrating Universal Design for Learning (UDL) as an instructional methodology in language arts and social studies departments at an urban and a suburban high school in Wisconsin. Integrated Comprehensive Systems (ICS) implementation was determined through the Four Cornerstones – Cornerstone One: Focus on Equity, Cornerstone Two: Align Staff and Students, Cornerstone Three: Transform Teaching and Learning, and Cornerstone Four: Leverage Funding and Policy. Inclusion of students with emotional disturbances (ED) is encouraged nationally through litigation and legislation. Despite this fact, 38.1% of the students with ED spend less than 40% of their day in a regular education classroom due to several barriers. Research has demonstrated that one of the barriers to inclusion exists in general education teachers’ attitudes towards the inclusion of students with disabilities.
