The need for effective content area reading teachers have continued to increase since the introduction of one public school districts’ Content Area Reading Professional Development (CAR-PD) in 2006. In 2011, modifications were made to improve the program, and it became known as the Next Generation Content Area Reading Professional Development (NGCAR-PD). In an effort to prepare its graduates with the 21st century skills of problem solving, collaboration, technology savvy, creativity, and information literacy and to close the learning gaps between students who have access to technology and those who don’t, this study proposes that District 123 create a policy to support a 1:1 Chromebook initiative. Using Browder’s needs analysis model, the impact of a 1:1 program is analyzed through the educational, social, political, economic and moral frames (Browder, 1995). What happens to young people that leave or are put out of their high school before they earn their diploma? Some of them attempt to re-enter school and earn their diploma. This study identifies factors that help students re-engage in their educational journeys. Two research questions guide this work:

  • What factors prohibit high school drop outs from earning their diploma and working towards a post-high school goal?
  • What can schools do to promote the factors that help students graduate and work towards a post-high school goal?
