Fifth grade students are expected to be fluent in basic multiplication facts by the start of fifth grade, however many are not (Minnesota Department of Education, 2007). When fifth grade students are not fluent in basic multiplication facts, they struggle to understand and master grade level skills and standards (Allen-Lyall, 2018; Burns et al., 2012; Ok & Bryant, 2016; The Math Learning Center, 2017; Wong & Evans, 2007). The purpose of this study was to determine how effective paired-partner reading is when used in the classroom with curriculum. Within a 7th grade language arts classroom, this reading strategy focuses on student collaboration, reading comprehension, and providing the opportunity to read aloud on a regular basis. Researchers Stahl, Heubach, and Cramond (1997) stated, “Partner reading provides an opportunity for students to read connected text within a socially supportive context. Learning how to read fluently was a goal the researcher had which led to the research question; How does the intervention of repeated reading impact oral reading fluency rates in students who are reading below a 2nd grade level? The purpose of the action research was to implement the intervention of repeating reading to see if the oral reading fluency rates in struggling students increased. Struggling readers were identified through the Dynamic Indicators Of Basic Early Literacy Skills assessment (DIBELS). This paper explores the effect of teaching evidence-based fluency strategies in a small group setting to improve first grade students’ reading fluency. Students for this study were chosen based on an aimswebPlus fluency assessment. Students that scored below grade level in the area of reading fluency were chosen to participate. Four of these students were put into a small reading group. They received targeted fluency instruction twenty minutes a day, four days a week for five weeks. The fluency instruction they receive included practice with reading high frequency words, poetry practice, repeated readings, decoding practice and read alouds. The remaining …
