This research and policy brief from the Metropolitan Educational Research Consortium (MERC) offers an overview of the Virginia Literacy Act. It is structured to explore the following questions: 1) What are the recent trends in reading achievement in Virginia? 2) What are the policy implications of the VLA for Virginia school divisions? 3) What does the research say about Science of Reading (SoR)? 4) What core instructional programs are approved to meet the VLA? It concludes with a series of key takeaways and recommendations.

Norfolk, Virginia endures frequent tide- and rain-impacted flooding with king tides and flooding neighborhoods. The heavy rainfall envelops parking lots at the naval airbase, and plans are underway to create barrier sea walls that can be adjusted based on conditions. Given various dire predications for future sea level rise, Old Dominion University has created a “Maritime Consortium” aimed at bringing together interested faculty and students from a range of fields (e.g., oceanography, engineering, education, and other fields). From October 1-December 31, 2021, the Virtual Library of Virginia (VIVA) conducted a survey of students at Virginia colleges and universities. More than 5,600 valid student responses from 41 institutions were received, reflecting an overall response rate of 10%. The largest response (58.5%) was from doctoral institutions, with private, two-year, and four-year institutions responding at 12-14%. A random sample of ODU students produced 287 responses (see Appendix A for ODU demographics). The survey aimed to answer these questions:

Open and Affordable Course Content at VCU

In Fall 2021, VIVA, Virginia’s Academic Library Consortium, distributed the Virginia Course Materials Survey to a selection of students at Virginia higher education institutions. The survey hoped to explore:

1. The relationship between educational equity and textbook costs, and

2. Which textbook features most benefited students’ learning experiences.

This report presents the results from this survey, focused on Virginia Commonwealth University (VCU). Included is an executive summary, full report, and data set for the VCU summary level data, available as percentages, and select student quotes from the free response.

The purpose of this qualitative case study was to identify practices of servant leadership styles of principals in selected rural school divisions in Southwestern, Virginia. The theories that guided this research were Robert Greenleaf’s (1970) servant leadership and Maslow’s Hierarchy of Needs (1943). The central research question is: How do public school principals describe their servant leadership practices? The sub-questions include (a) what servant leadership practices are used with students? However, despite the increase in educational merit, the representation of women in administrative and leadership roles within higher education is still not equitable to that of men. This research brief explores the landscape of school segregationrelated to boundary lines in Virginia and in key regions. It also analyzes common rezoning criteria and policies in a large sample of Virginia school divisions. The brief then provides a condensed overview of existing literature on school boundaries and segregation. Finally, it offers evidence-based recommendations for Virginia to combat the relationship between school-related boundaries and segregation.

This mixed-methods, exploratory case study examines perceptions of the implementation of the U.S. National School Library Standards for Learners, School Librarians, and School Libraries. A survey was first distributed to gain insight into school librarian implementation of the NSLS. Participants included practitioners in the state of Virginia in the United States who had attended professional development training on the National School Library Standards (NSLS). A sample was then interviewed about their implementation. Using the standards implementation levels identified by the California Common Core Implementation Task Force (2019) as a framework, findings indicate that after one year of training and use, …

The city of Richmond is changing. Over the past decade, an influx of young, white professionals and families has fueled population growth. And increases in the residential population of white families have very slowly translated into increases in the enrollment of white students in Richmond Public Schools (RPS). These shifts come on the heels of decades of intentional division of and disinvestment in majority black urban communities, offering renewed opportunities for neighborhood and school integration, along with a stronger tax base and increases in school funding. During 2014-2105, the Division of Community Engagement collected and reviewed publicly available community assessments to gain a better understanding of community-identified priorities. Twenty-four (24) reports from the past 10 years (2005-2015) were reviewed for their geographical focus, explicit population of interest, data collection methods and stated priorities. The common priorities that emerged from this review are included here, along with the associated recommendations from the assessments. This effort was not intended to replace other assessments, rather as a means to understand the overarching priorities that have been identified through these various community assessments.

School library advocacy is increasingly important due to decreases in funding and staff. National organizations attempt to engage school librarians in advocacy and have developed resources and tools to assist with this task. However, there is little research examining how practicing school librarians engage in advocacy and how their advocacy efforts impact their library programs. This study explored school librarians’ perceptions of advocacy within the context of their school library setting. Over the past several years, student demand for courses, research opportunities, and internships in the realm of human rights and modern-day slavery has reached a tipping point, for several reasons. First, social media have made contemporary slavery a familiar issue. MTV’s Exit Campaign (http://mtvexit.org), for instance, has informed at least 20 million people about the subject since the campaign’s launch in 2004. Second, Hollywood has taken notice. Edwin Anderson Alderman was a noted educator, progressive reformer, and president of the University of North Carolina, Tulane University, and the University of Virginia, where he served as the school's first president from 1904 until his death in 1931. He brought to the University of Virginia a zeal for progressive reform, having campaigned in North Carolina and Louisiana for increased spending on public education and the creation of teacher-training schools, especially for women. In Charlottesville, Alderman established the Curry Memorial School of Education in 1905 and reorganized the university to emphasize efficiency and promote professional and technical instruction.
