Competing With Free: An Analysis Of The Effects Of Tennessee Promise On Freshman Enrollment In Four-Year Colleges And Universities, Vicki Clark

In 2014, Tennessee’s governor, Bill Haslam, introduced Tennessee Promise - legislation that enabled Tennessee high school and home school graduates to attend two years of tuition-free higher education at qualifying institutions. In the fall of 2015, Tennessee’s four-year colleges and universities experienced a significant decline in freshman enrollment. This quantitative descriptive study uses the theories of human capital, social capital, and marketing service theory to examine the impact of free tuition on the college choice. This quantitative, causal-comparative and correlational study analyzed students’ academic performance in college based on whether the student was classified as an International Baccalaureate student, an Advanced Placement student, or a non-accelerated student (those who did not participate in IB or AP) and how that choice of academic program affected the type of college a student chose. The study used data obtained from Florida’s Education Data Warehouse (EDW). A stratified sample of 10,006 students was used to analyze college GPA performance and survey responses from 128,223 students were analyzed to determine the effect on college choice. The purpose of this study was to gain a better understanding of how high achieving high school seniors navigate the college search process and ultimately make a decision to attend a particular institution. Specifically, it considered how institutional reputation contributes within the search process and how students consider the influence of others such as parents, friends, etc. Students enrolled in AP or Honors courses at three private and one charter school in southwestern Indiana were administered the College Exploration Questionnaire (CEQ) in the final weeks of their senior year. The purpose of this study was to gain a better understanding of how current internet-based resources are affecting the college choice process. An explanatory mixed methods design was used, and the study involved collecting qualitative data after a quantitative phase to explain the quantitative data in greater depth. An additional study was completed two years later, which allowed for additional comparison between the two studies.
