Objective: In this qualitative study, we explored why students in a free community college environment in Tennessee chose not to enroll in college or dropped out of college shortly after enrolling. Methods: We conducted 27 in-depth interviews with individuals who were eligible for the Tennessee Promise. Perna’s (2006) conceptual model for college access and choice guided our analysis. We analyzed data using a three-tier approach, which included open/emergent coding, followed by a priori/theoretical analysis. Results: We identified 15 emergent themes common among interview participants, which we then categorized into the four constructs of Perna’s model. Conclusions: …

This document provides a summary of research exploring the systems, policies, and school-level practices that have supported learning continuity in Asia during and after the COVID-19 pandemic. Based on a review of policy documents on COVID-19 responses in Asia and a deep dive analysis of system and school-level responses in the Philippines and the Kyrgyz Republic, the findings from this study provide policymakers and education stakeholders with evidence of promising practices that could be leveraged to support learning recovery and education system resilience. This special topic takes stock of the current state of rural education finance and policy research. Taken together the articles in this special topic highlight a major point. Rural districts and schools not only differ from those in urban areas but also differ from one another. This is perhaps not surprising given the heterogeneity of school size, community size, demographics, and the degree of rurality of schools across the United States. The articles pose a challenge for policymakers. Policies that serve one state or one rural community may not be relevant or helpful to another. Policy solutions must recognize the …

In an environment in which new policy entrepreneurs and networks are influencing policy and public opinion, many university faculty are increasingly seeking ways to mobilize knowledge beyond academic conferences and journals. Using New York state as a case, we searched Access World News to compare the level of media access of academics with other knowledge brokering organizations (KBOs; e.g. think tanks, teachers’ unions, advocacy organizations, etc.). The problems that surround police accountability serve as the cause of issues regarding high rates of court cases having to deal with police misconduct, the issue of a nature of hostility surrounding police officers, and the social issue of police brutality. In order to help mitigate several of these problems, policy must be constructed in order to increase the rates at which we monitor police officers and hold them accountable.

This article looks at the effects of a national policy of research prioritization in the years following Ireland’s economic crisis. A national research prioritization exercise initiated by policymakers redefined the purpose of higher education research, and designed policies in line with this approach. Placing research for enterprise to the fore, it emphasized the economic value that subjects could return on state investments. This article examines the post-crisis policy of prioritization, its relationship with and effects on arts and humanities research, and how the notion of the benefit of research can be broadened while still addressing economic needs. The purpose of this paper is to articulate how a theory, developed in 1968 by Garrett Hardin to describe how shared resources, or “commons” can become depleted, also elucidates the mechanism by which standardization of educational outcomes and assessment have come to dominate current education discourse. We then present results of a case study of a school struggling to succeed within a context of a district’s hyper-focus on standardized measures of success, and employ the theory to illustrate its usefulness to explain what we found at the school site. This technical report summarizes new and existing data to address the question, “Does Head Start work for Indiana children, families, and communities?” Data sources consulted in this study include the state Head Start Program Information Report, local Indiana Head Start and Early Head Start Programs, existing national studies of Head Start and Early Head Start, and local and national data available on children’s development in early care and education programs for low-income families. Unintended Consequences Of Property Tax Relief: New York's Star Program, Tae Ho Eom, William Duncombe, John Yinger

New York’s School Tax Relief Program, STAR, provides state-funded property tax relief for homeowners. Like a matching grant, STAR changes the price of public services, thereby altering the incentives of voters and school officials and leading to unintended consequences. Using data for New York State school districts before and after STAR was implemented, we find that STAR resulted in small increases in student performance along with significant decreases in the efficiency with which this performance is delivered and significant increases in school spending and property tax rates. These tax-rate increases magnify existing inequities in New York State’s education finance system.

The United States Supreme Judicial Court is currently deliberating the University of Michigan Affirmative Action lawsuits involving three white students who claim they were discriminated against because of race-conscious admissions policies. Organizations, such as the Center for Individual Rights, which sponsored the Michigan plaintiffs, and the Center for Equal Opportunity, have spearheaded drives to evaluate affirmative action programs in light of equal protection under the law. Viewed in this light, these policies appear to be unfair to white candidates. Examined more closely, concerns about equitability are missing from arguments about fairness.
