Landownership problem and control of resources remains as a political development issue in the Philippines. Agrarian reform is a necessary condition for agricultural modernization and rural industrialization and the fundamental mooring for global competition. The Philippine Department Of Education: Challenges Of Policy Implementation Amidst Corruption, Vicente Reyes

This inquiry interrogates the experiences of local implementation actors of the Philippine Department of Education as they navigate through reform efforts within systemic corruption. Departing from dominant analytical paradigms centred on patron– client frameworks, the article introduces the typology of complex linkages where local actors play their roles as they find themselves trapped in between the powerful discourse of reform on the one hand and corruption on the other. Empirical findings of how local actors make sense of the challenges of reform amidst corruption as well as reflections towards greater analytical clarity are proposed.

Corruption is a perennial obstacle to the Philippines’ pursuit of development. The Department of Education (DepEd) is considered to be one of the most corrupt agencies in the Philippines. However, there are two DepEd programmes with different levels of effectiveness in controlling corruption. The Textbook Delivery Programme has been ineffective while the Programme on Basic Education has been successful. The article explains the different levels of implementing these programmes by using local perspectives via the ‘narratives of implementation actors’. The Mindanao conflict in Southern Philippines is a long-standing controversy that has eluded comprehensive solutions. Despite efforts of the Government of the Philippines (GRP) and the representatives from the peoples of Mindanao in undertaking peace initiatives, “the war:” continues. The establishment of the Autonomous Region of Muslim Mindanao (ARMM) as embodied in an organic law provided in the 1986 Philippine Constitution has not seemed to bring about the much-anticipated progress. The study argues for the integration of good governance principles in developing financially viable, effective and social equity-laden microcredit strategy for the impoverished agrarian reform beneficiaries in Western Mindanao. It particularly examines the program design and implementation strategies of the Enterprise Development Credit (EDC) sub-component of the Western Mindanao Community Initiatives Project (WMCIP). The study aims to provide lessons and insights for the planning and implementation of comprehensive and integrated Official Development Assistance (ODA)-funded government programs for poverty reduction and rural development.
