The purpose of this discussion is to analyse three different European states in their approaches to education policy and culture. Each example of a national policy approach is considered separately, as an individual container (or thimble) with a distinct approach to policymaking and culture that is reflected through structure and content. At the same time, the discussion will analyse the comparative advantages of the separate systems in order to illustrate how one approach may address an issue that is problematic in another approach. I began my graduate studies in the spring, 2005 and finished in spring, 2007. Over those two and a half years, I have transformed my view of education. I have developed a vision and implemented changes in my own instruction. I learned what educators mean by change and have embraced its benefits. I realized that the school is not an isolated institution, but must seek outside support and enlist all members of the community. Most importantly, I learned that principals are not managers, but instructional leaders who lead by doing.

The No Child Left Behind Act [NCLB] mandates testing of all high school students in reading, mathematics and science. Schools that do not make progress in test scores will be subject to punitive and remedial actions. Schools have responded to the high stakes requirements by modifying the traditional curriculum. Corruption is a perennial obstacle to the Philippines’ pursuit of development. The Department of Education (DepEd) is considered to be one of the most corrupt agencies in the Philippines. However, there are two DepEd programmes with different levels of effectiveness in controlling corruption. The Textbook Delivery Programme has been ineffective while the Programme on Basic Education has been successful. The article explains the different levels of implementing these programmes by using local perspectives via the ‘narratives of implementation actors’. Apart from providing insights on the challenges facing the evolving educational bureaucracy in the Philippines, this article also demonstrates the utility …
