In a Southern California junior high school, 12% of the seventh grade class including 30% of the Hispanics enrolled failed to earn 47.5 credits required for promotion to the eighth grade. Probable causes of the failure rate included (a) low teacher expectations for Hispanic and other perceived low-achieving students, (b) instructional practices that failed to actively involve and motivate low-achievers, and (c) lack of awareness and understanding of cultural differences and the needs of Hispanic students. As an intervention strategy, interdisciplinary teams of English, mathematics, and social studies teachers participated in staff development programs designed to increase awareness and understanding …

Reducing The Number Of At-Risk Secondary School Students In Region V Schools, Dade County, Florida., Joseph P. Burke

This report describes a program designed to reduce the number of at-risk students in twelve secondary schools in a rapidly changing urban district of Southeast Florida. Problem evidence included the numbers of students identified as at-risk on the district's student assistance profiles. Thirty percent of the secondary students in the twelve schools were identified as at-risk. Analysis revealed inequities in the overrepresentation of Black and Hispanic youth. Interviews with school psychologists, special counselors and other school-site staff indicated that teachers did not assess the learning styles of students, nor adjust for differences. The educational reform movement, which began in the late 1980's, called for increased parental/community involvement in site-based, decision-making. Many prestigious reports indicated that the inclusion of parents and other educational stakeholders in this process enhanced the public's ownership of educational problems while enlisting them in finding new solutions. Despite the calls for increased parental, business, and community member participation, few, if any models, existed toward accomplishing this task. This final report describes the development and the implementation of a program to improve student math achievement at Pepperell Middle School. Analysis of academic records indicated 30 percent of the students received a "D" or "F" for the last semester of the 1989-1990 school year. Seventy-three percent of the students retained, were not promoted because of difficulties in math achievement. Total math scores on the Iowa Test of Basic Skills and the Georgia Criterion Referenced Test declined for each grade from the 1988-1989 school year. This report describes a project for improving the reading achievement of rising ninth grade remedial reading students at Granard Junior High School. The problem was noted when the standardized achievement test scores in reading at Granard Junior High School continued to fall below those of other students in the school district and in the state in 1988-89. Analysis of the problem symptoms revealed that 54.6% of the students who took the Comprehensive Test of Basic Skills (CTBS) in 1989-90 at Granard Junior High School in grade seven scored below the 50th national percentile. This report describes a program for reducing the number of days of suspension assigned and the number of students suspended from the Quaker Valley Sensor High School tor violation of the schools discipline policy. It was noted that during the 1988-89 school year 101 students were involved in 291 suspendable violations of the discipline policy. Based on these violations, a cumulative total or 395 days of suspension were assigned to the students. Several studies suggested that students who are low achievers, have a low self-esteem. or come from dysfunctional families are likely candidates to be suspended. Analysis of the problem …

The purpose of this Major Applied Research Project was to investigate the weaknesses in post-secondary mathematics problem solving and to develop an instructional design that would help mathematics majors become better problem solvers. This project describes the process used to implement a technical preparation (tech-prep) curriculum into the high school course offerings of a small city school district in Ohio. The tech-prep curriculum was designed to give students, especially those who were not college bound, stronger academic skills by requiring students to relate such skills to real-life employment situations. As a ministry of Shenandoah Baptist Church, Roanoke Valley Christian Schools (RVCS), grew since its founding in 1973 to a size of 535 students (K-12) and 31 teachers. The administrative team consisted of the administrator, elementary principal, secondary principal, and part-time learning disability director. RVCS reached a plateau in its growth pattern as seen in enrollment statistics that showed a difference of no more than 18 students during any one year from the 1983-88 mean enrollment of 535. This report describes use of a teacher-student advisement program for the improvement of school discipline in an eastern middle school. Evidence supporting school discipline being a problem included in a high number of student suspensions. The annual school needs assessment listed the improvement of school discipline as a priority. Teachers and parents believed that school discipline needed improvement. The following existing conditions were evident from analysis of the problem. There was no consistent program of counseling and follow-up for suspended students. Administrators inconsistently followed school discipline procedures. This MARP project was conducted to address the need to construct Jupiter Elementary School. A mission statement was written prior to construction activities to provide a focus throughout the MARP implementation phase. The components of the mission statement comprised three tracks that were: (1) school construction. (2) purchasing and procurement. and (3) staff selection, staff-development, and program implementation. The demographic factors for this plan consisted of two elementary feeder-schools with similar communities located within a radius of six miles from one new school site. This report describes the effort for reducing the discrepancy between the perceived effectiveness of the clinical-supervision process and the teacher-evaluation process. The problem was originally noted when teachers rated the teacher-evaluation process substantially higher than the clinical-supervision process on separate school involvement needs assessments. A survey of students also indicated that there was a substantial difference between teachers they regarded as the “best” and those they regarded as “average.” Analysis of the problem symptoms revealed that adopted teacher-evaluation policies and procedures were rated highly by teachers as a means of professional development. This report describes a program for improving the written composition skills of the students in a small, rural school in Texas. The discrepancy was noted when the MARP manager analyzed the state required Texas Educational Assessment of Minimum Skills (TEAMS) test and found that the students were scoring lower in written composition when compared to reading and mathematics. This report describes a program for improving the writing performance of junior high school students in an urban school with a diverse student population. The problem noted was that student performance had been declining in the area of writing, both in content as measured by the California Assessment Program, and in the correct usage of writing conventions as measured by the Comprehensive Test of Basic Skills. The efforts were put into action by the principal of a rural elementary school with an enrollment of 579 students in grades one through five. The targeted population consisted of middle and high school students in a growing, middle class, suburban community, located in central New Jersey.
