There has been a great deal of speculation and controversy over discipline in the schools of the world. The causes and effects of poor discipline have been discussed, and much has been written on both subjects. The public schools of America are in the peculiar position of being greatly affected by poor discipline. Being a public institution open to all citizens, the schools have to meet the problem and have to find ways of combatting it in order to maintain an efficient operation in line with the standards of excellence set by the public which sustains them.

The purpose of this study is to determine to what extent mobility­ of pupils at the elementary school level affects their academic achievement. Is there correlation between the number of moves and retardation in academic achievement?

It has boon the opinion of the teachers and administrators of the Quantico Post Elementary School that the pupils who are forced to transfer so frequently are handicapped by the many changes. They have found it necessary at all grade levels to do a great deal of individual work as they have found these pupils to be very retarded in specific skills and fundamentals.
