The U.S. Supreme Court ruled on June 28th that school districts may no longer use a student’s race as a deciding factor for school assignment, as a way of attempting to maintain or achieve integration. This decision came in response to a court case in which it was found that two school districts, Seattle and Jefferson County, KY, violated the 14 th Amendment, due to the fact that they were using race as a deciding factor to achieve diversity in individual schools. Merit pay is a timely education policy issue being discussed by educators and legislators and in schools and statehouses across the country. Merit pay is a broad term used to describe a variety of incentive-based K-12 educator compensation plans. In 2004, researchers at the Center for Business and Economic Research (CBER) in the Sam M. Walton College of Business at the University of Arkansas prepared a report that detailed the projected shortage of minority nurses in the four county region of Northwest Arkansas. The study focused particularly on the Hispanic residents of Northwest Arkansas, as projections showed the estimated proportion of the total population for that ethnicity increasing from 9.5 percent in 2005 to 16.0 percent in 2025.
